July 15, 1994 -'; 0 ~ '" Council Report 94-138 P K \ APPROVE PLANS AND ORDER BIDS MAINSTREET RECONSTRUCTION 5TH AVENUE TO WASHINGTON AVENUE proposed Action. staff recommends adoption of the following motion: "Move that Council Adopt Resolution 94-67. Resolution Approvinq Plans and Specifications Mainstreet Reconstruction - 5th Avenue to Washington Avenue. And Authorize The Advertisinq For Bids." This action will continue an assessable project for those lots abutting Mainstreet from 5th to Washington Avenues. Overview. Council at its July 5 meeting conducted a public hearing concerning reconstruction of the above - referenced section of street. There appeared to be no opposition to the project, but controversy surrounded parking and turn lane issues and the preliminary design . calling for partial removal of the sound wall at T.H. 169. Council directed deletion of sound wall removal from the project and instructed staff and the engineer to work on resolution of parking and turn lane issues. Final plans and specifications are before Council for approval. Ji Gessele, Engineering Superintendent council Report 94-138 Page 2 . l' Ana VS1S of Issues. o Design Issues The consultant and staff have met with interested parties in the field to resolve parking issues at Now sports. It appears enough parking spaces can be delineated that will match or exceed existing conditions. Turn lane issues are not fully resolved and staff may simply recommend keeping with a trial period for the current common center turn lane striped from 5th Avenue eastward to Burger King. Consideration of partial sound wall removal has been deleted from the plans and landscaping has been appropriately revised. Staff still needs direction concerning an entrance sign that was originally part of the sound wall removal. o Costs The most current construction cost estimate is at $372,612.00. Adding a 30% overhead factor for contingencies and engineering, the total cost is expected to reach $484,395.00. This is roughly $4,000.00 more than quoted in the feasibility study. Estimates for utility repairs and equipment purchases have risen while other aspects of the contract - street, street lighting, and sidewalk/amenities - have gone down. The new estimates will have . little bearing on the proposed assessments of approximately $68.00/front foot. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO.: 94-67 RESOLUTION APPROVING PLANS AND SPECIFICATIONS MAINSTREET RECONSTRUCTION - 5TH AVENUE TO WASHINGTON AVENUE AND AUTHORIZE THE ADVERTISING FOR BIDS WHEREAS, pursuant to a resolution passed by the Council on July 5, 1994, plans and specifications for reconstruction of Mainstreet from 5th A venue to Washington Avenue have been prepared by RLK Associates Ltd. , and they have presented such plans and specifications to the Council for approval, NOW THEREFORE BE IT RESOLVED, by the City council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the City Clerk. 2 . The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement e for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least twenty-one days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:20 a.m. , on the 11th day of August, 1994, at the city Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the city of Hopkins, Minnesota for 5% of the amount bid. 3. The clerk and engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract, at the regular city council meeting of August 16, 1994. Adopted this 19th day of July, 1994. Charles D.
