MEMORANDUM DATE: September 1, 1994 TO: Honorable MaYOrb!~d city Council FROM: Tom Harmeni~7 'ommunity Development Director SUBJECT: CONDITIONAL USE PERMIT - HANUS BUS FACILITY Attached is the staff report regarding the Conditional Use Permit for the Hanus Bus Facility. Subsequent to the preparation and reproduction of this report, staff completed additional analysis. You will note that the Planning Commission recommendation would allow a new access point for the Hanus Bus Facility. The recommendation from the Planning Commission is that this access would only be a right-in right-out arrangement. In the morning hours, the buses from the Hanus facility generally need to move in a westerly direction in order to complete their routes. In the afternoon hours after the routes are completed, the buses will move in an easterly direction back to the proposed . new bus facility. Due to the right-in right-out only arrangement, in the morning hours it has been suggested, but not necessarily agreed upon, that the buses would take a right out of the Hanus facility, travel east to 11th Avenue, travel south on 11th Avenue to 5th street South, travel westbound on 5th Street South, eventually to Shady Oak Road. At that point the buses would apparently move north on Shady Oak Road to County Road 3 and then westerly on County Road 3 to their appointed routes. It should be noted that as a part of the traffic considerations undertaken regarding this matter there was no detailed analysis completed on the impact this traffic arrangement would have on the affected streets and intersections. In addition, no discussions occurred with the City of Minnetonka regarding this particular route. Due to the aforementioned reasons, as well as the fact that no formal route has been agreed upon, if the City Council were interested in pursuing the Planning Commission's recommendation, the staff would suggest that the Council consider laying this matter over in order to allow for additional analysis to be completed on the proposed traffic route. staff will be in a position to discuss this item at greater - length during the City Council meeting.
