Subject: September 20, 1994 Meeting with Hopkins Property Managers
On September 20, 1994 owners and managers of residential rental property in Hopkins
have been invited to meet with the Hopkins City Council. The purpose of the meeting
is to discuss the issues facing Hopkins' multi-family housing and the goals of both the
Hopkins City Council and the Property Managers Association.
A questionnaire was recently mailed to all rental property owners asking them to
respond to a number of questions regarding the property manager's association and
the issues facing Hopkins. A summary of the results of that questionnaire is attached
and may be useful in our discussions.

The following is a detailed overview of the meeting agenda:
Introductions
Everyone in attendance will be asked to introduce themselves and who they represent.
Openina Remarks
Mayor Redepenning will give brief introductory remarks on behalf of the City of
Hopkins.
Overview of the Hopkins Property ManaQers Association Activities and Goals
Doug Strandness, Chair of the Hopkins Property Managers Association will give an
overview of the past activities of the association and highlight the goals for 1995.
Overview of the City of Hopkins Housina Activities and Goals
City staff will provide an overview of the housing programs and initiatives currently
being undertaken by the City of Hopkins. Attached is a copy of the recommendations

. of the 1992 Housing Analysis and a work plan based on the 7/12/94 Council
Worksession which will be the basis of the overview.
Open Discussion
The open discussion portion of the agenda is intended to address specific issues and
concerns of both the City Council and the property owners and managers. Mangers
will be given the opportunity to ask questions of the Council and make specific
recommendations. This is also an opportunity for the Council to ask questions of the
owners and managers and to discuss the concerns of the City.
Conclusion
Staff will attempt to summarize the discussion, outlining the specific issues and
recommendations which were presented and the potential future steps to be
undertaken.

What do you see as the goals for the Hopkins Property Manager's Association
for 1995?

. o Make all effort to lower taxes allowing for buildings that are aging.

o Thanks for listening - now please act on the concenl of some of the highest
tax payers in the City
o Its time that the City COlUlcil recognizes apartment dwellers as the greater
percent of Hopkins population, We support the businesses, churches and
schools and also pay a lot of taxes. Many of us are active in the
cOlmnunity. Apartment renters should be treated on an equal basis with
homeowners.
o Continue crime awareness and concern with our apartment operations,
o Thank you for supporting the Coalition and lending us some staff time.

HOUSING ANALYSIS

o Currently inspect structures containing 4+ rental units
every 2-3 years

ECONOMIC DEVELOPMENT
[!l Assure strong and well maintained neighborhoods in order to
foster an overall positive economic development climate in
Hopkins.
o Facilitate development which helps meet "special needs"
housing - Assisted in the development of the handicapped
. housing project; continue to support "special needs
housing" including senior, 3-bedroom family, and luxury.
o Review Zoning standards - Staff has attempted to examine
appropriateness of zoning standards related to
rehabilitation of existing non-conforming uses; found
City's standards to be less restrictive than surrounding
cities. Scheduled to be discussed with Planning and
Zoning Commission
o Examine guidelines for buffer areas - Scheduled to be discussed
with Planning and Zoning Commission
