INSTALLATION OF NO TRUCK SIGNS
IN THE PARK RIDGE NEIGHBORHOOD
Proposed Action.
Staff recommends adoption of the following motion: "Move to
adopt Resolution 94-89. Resolution authorizinq installation of
"No Truck" signs on all streets leading into the Park Ridge
Neiqhborhood."

On August 16, the city Council accepted a petition from the
residents of the Park Ridge Neighborhood requesting "No Truck"
signs be installed on streets leading into their neighborhood.
Council also directed staff to review this matter and bring it
back before them for further consideration. staff has completed
their review of this matter and finds no reason not of honor the
request from the Park Ridge residents. staff is therefore
recommending that Council order the installation of the IINo
Truck" signs.

0 Why are "No Truck" signs being requested by the residents?
Apparently, quite a number of trucks get confused or turned
the wrong way when using 5th Avenue North and Mainstreet.
In an attempt to get going the right direction or possibly
take a short cut, the trucks sometimes use the streets
within the Park Ridge neighborhood. The residents feel that
these trucks are a safety hazard for their neighborhood and
also damage their streets by the excessi ve weight of the
trucks. The residents would therefore like to prohibit
these large trucks from cutting through their neighborhood.
0 Where would the signs be installed?
If the "No Truck" signs were approved by council, they would
be installed at all streets leading into the neighborhood.
The specific locations would be; on 1st st No at 5th
Avenue; on 2nd st No at 5th Avenue; on 2nd st No at
Washington Avenue; on 1st st No at Washington Avenue; and on
Park Lane at Washington Avenue.
0 will posting this area with "No Truck II signs effect truck
flow in the city?
. Posting the signs will have no impact on truck f low wi thin
the city. The signs will only serve to keep trucks on their
proper routes.
0 Could the signs be removed at a later date?
As with all traffic restriction signs, these signs can be
removed by Council action at a later date. Future traffic
studies may recommend that these signs be removed or
modified to facilitate traffic flow.
0 What is the basis for staff's recommendation?
Staff is recommending installing the "No Truck" signs for
the following reasons:
1) The streets in this area are not constructed to
withstand the heavy weight of the trucks. Eliminating
the truck traffic will extend the life of the streets.
2) Eliminating the truck traffic will not restrict their
movement within the city.
3) The residents are perceiving the truck traffic as a
safety hazard. Eliminating the trucks will resolve
this problem.

RESOLUTION NO. 94-89
INSTALLATION OF NO TRUCK SIGNS
ON STREETS LEADING INTO
THE PARK RIDGE NEIGHBORHOOD
WHEREAS, the residents of the Park Ridge neighborhood submitted a
petition to the City Council on August 16 requesting "No
Truck" signs be installed on all streets leading into their
neighborhood; and
WHEREAS, the signs are being requested to eliminate the safety
hazards and street damage the trucks are presently creating;
and
WHEREAS, the city has determined that restricting truck traffic
in this area will have no impact on truck movements within
the city.
. NOW THEREFORE, BE IT RESOLVED that the city Council of the city
of Hopkins, Minnesota hereby directs staff to install "No
Truck" signs on all streets leading into the Park Ridge
neighborhood.
Adopted by the City council of the city of Hopkins this 20th day
of September, 1994.
