REVISION OF LICENSE AND PERMIT FEES
ProDosed Action.
Staff recommends the city council approve the following motion: Move
to approve resolution number 94-109 revisinq license and permit fees.
This action will revise several fees the city of Hopkins charges.
OVerview.
section 1000.05 authorizes the Hopkins City council to "modify,
amend, add, or delete... fees and charges by the adoption of a
resolution".
The Inspection Division is considering changes to the delivery of
health services. As a first step in that process we have analyzed the
fees charged by other city and county agencies providing similar
services. It is apparent our fees are sUbstantially lower and an
adjustment should be made in some categories to allow for expansion
of service and to cover our costs.
. We are proposing an approximate 20% increase in some of our fees
categories. The new proposed fees will still be far less than fee
generally charged by neighboring communities for similar service. We
intend to bring our fees up gradually to be in tune with the
neighboring cities and services we will be rendering.
The fees proposed if adopted will go in effect upon approval of
resolution 94-109. Because applications have already been sent out
for some licenses, staff recommends that the new fee only apply to
applications received after January 1, 1995.

It appears the city of Hopkins charges as much as 200 % less than
the County and other communities in some categories for food
licensing. The fee structure and ordinance however also need to be
updated so that a meaningful comparison can be derived.
The state of Minnesota will be standardizing their fee structure
next year and we will be required to update the city code to be
more in line with state standards. Staff feels this would be a
better time to complete a fee comparison, time study and establish
e a new fee structure. It is also felt that it may be more prudent
to phase in any large increase that may be necessary.
Staff recommends a 20% increase at this time and to revisit the
issue by next year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOPKINS
AMENDING LICENSE FEES FOR FOOD ESTABLISHMENTS LOCATED
WITHIN THE CITY OF HOPKINS.
WHEREAS, the Hopkins City Council has authorized by ordinance the charging of fees for a
variety of licenses and permits, and
WHEREAS, the City Code allows the City Council to establish fees by resolution,
NOW, THEREFORE, BE IT RESOLVED, that the City Council ofthe City of Hopkins hereby
adopts the following fees:
