CONDITIONAL USE PERMIT - BLAKE SCHOOLS
ProDosed Action.
Staff recommends the following motion: Move to approve Resolution 94-99 approving a
conditional use permit to construct an addition to Blake School
At the Zoning and Planning meeting, Mr. Hutchison moved and Mrs, Kinnich seconded a
motion to approve Resolution RZ94-l5 recommending approval of a conditional use permit
to construct an addition to Blake SchooL The motion carried unanimously.
Overview.
Blake School is proposing a 5.5 million dollar improvement to the school located at 110 Blake
Road. With this remodeling an addition is proposed to the existing building. The addition
will be located on the east side of the site, attached to the existing school. Blake School also
will be remodeling some of the interior of the existing space.
The proposed addition will be a two-story 34,120 square foot addition. It will be constructed
into the hill and have the same "look" as the existing building. The top floor of the existing
. building will be visible because the new addition will be lower than the existing building.
The impact to the site will be minimal even though existing building will undergo a major
renovation and addition constructed. The site is so large and the building is located quite a
distance from any lot line, Blake School is not proposing to increase their attendance with the
remodeling or the addition.

The subject property is zoned R-I-C
0 How has the Comprehensive Plan designated the subject site?
The Comprehensive Plan has designated the site as residential.
0 What are the specifics of the development?
Landscaping
The landscaping on the site will remain the same. The site has more than enough landscaping
to meet the Zoning Ordinance requirements. When Blake School redid their atWetic fields
several years ago a majority of the site was re-landscaped, The proposed addition will not
affect the athletic fields.
Fire MarshallBuilding Inspector
e The Fire Marshal and Building Inspector have reviewed the preliminary plans. The inspectors
are working with the applicant to resolve any building code issues,
Parking
The parking will remain the same. The new addition will require 14 more parking spaces, but
the site has more than the required parking for a middle school. The existing parking will not
be affected by the proposed addition.
Access
The access to the site will remain the same. There currently are access points from County
Road 3 and Blake Road.
Exterior
The exterior will be brick. The new brick will attempt to match the existing brick. The new
addition will have the same architectural style as the existing building.
Setbacks/Zoning issues
Because the building is not close to any lot line, there are no setback concerns, The proposed
. building is not close to any lot line. The Zoning Ordinance requires a 50 foot setback.

. 0 What are the requirements for City sponsored revenue bond projects?
On September 20, 1994, Blake Schools received approval ofa $5.5 million revenue bond to
facilitate both a remodeling and expansion project. As part of the application process for
consideration of this City-sponsored revenue bond, there are design certain requirements that
a project must meet.
The project must exceed minimum code requirements by including at least five of the
following features into the project:
a. Brick
b. Building design should be a distinctive, non-generic style
c. A noticeable increase in the size and quantity oflandscape plantings over what the City
normally requires.
d. Underground irrigation of all landscaping.
e. Open space, other than required setbacks.
f At least 10% more parking than Code requires,
. g, Walkway along street frontages.
h. All parking stall widths at least ten feet.
1. All signs shall be at least 20% smaller or fewer than allowed by code.
The proposed development will meet requirements a-e.
0 What happened at the Zoning and Planning meeting?
Staff reviewed the applicant proposal. Tyler Tingley, representing Blake School appear
before the Commission. Mr. Tingley stated that they will not be expanding the school but
simply creating larger the classrooms. Ron Erickson, the applicants architect appeared before
the Planning Commission. Mr. Erickson reviewed the site plan with the Commission. The
construction will hopefully start in the summer of 95. No one appeared at the public hearing
regarding this matter,

. Alternatives
I. Approve the conditional use permit to construct the proposed addition. By approving of
the conditional use permit, Blake School will be able to construct an addition..
2. Deny the conditional use permit to construct the proposed addition. By denying the
conditional use permit, Blake School will not be able to construct an addition. If the City
Council chooses this alternative, findings will have to be stated that support this decision.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A CONDITIONAL USE PERMIT TO CONSTRUCT AN ADDITION
TO THE EXISTING BUILDING AT BLAKE SCHOOL
WHEREAS, an application for a conditional use permit CUP94-4, made by Blake School for
construction of an addition to the existing building at 110 Blake Road is approved.
WHEREAS, the procedural history of the application is as follows:
1. That an application for a conditional use permit CUP94-4 was filed with the City of
Hopkins on September 2, 1994.
2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a
public hearing on the application and reviewed such application on October 25, 1994: all
. persons present at the hearing were given an opportunity to be heard.
3. That the written comments and analysis of the City staff and the Planning Commission
were considered.
4. A legal description of the subject property is as follows:
Commencing at the most Northerly corner of Lot 82, thence Southwesterly along the
Northwesterly line thereof 150 feet, thence Southeasterly at right angles 100 feet, thence
Northeasterly at right angles 123 8110 feet to East line of said lot, thence North 103 371100 feet
to beginning, Lot 82, Auditors Subdivision No. 239.
That part of Lot 81 lying North of the South 125 feet and that part of South 125 feet of
Lot 81 lying East of the West 38 feet thereof, Lot 81, Auditors Subdivision No. 239.
