Staff recommends the following motion: Move to approve Resolution 94-103 approving of an extension of the moratorium on Pawn Shops. Overview. Last year the City Council placed a moratorium on Pawn Shops for a period of one year. The moratorium expires on December 6, 1994. Staff is recommending an extension of the moratorium for an additional 12 months. The State Statute allows an extension of a moratorium for an additional 18 months. The moratorium can be extended for an additional 6 months after this extension. e Staff is recommending the extension because the staff is considering a spacing requirement for pawn shops. This issue will require additional study time before a final ordinance is considered, If the staff can complete its analysis in less than the 12 month period it will be recommend that the moratorium be removed at that time. By approving the extension to the moratorium, the moratorium will be extended for an additional 12 months. 2. Recommend denial of the extension of the moratorium on pawn shops. By denying the extension to the moratorium on pawn shops, the moratorium on pawn shops will expire on December 6, 1994 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued, . e e CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO 94-103 A RESOLUTION EXTENDING A MORATORIUM ON PAWN SHOPS IN THE B-2 AND B-3 ZONING DISTRICTS WHEREAS, the City of Hopkins, has adopted Ordinance No. 93-733 establishing a moratorium on pawn shops to December 6, 1994. WHEREAS, the City has three pawn shops in the City, located in the B-2 and B-3 zoning districts; WHEREAS, the City Council has concerns regarding the ability of the City's existing codes to adequately regulate pawn shops in the B-2 and B-3 zoning districts in the City of Hopkins and protect the public health, safety and welfare; WHEREAS, it has been determined necessary, to protect the public health, safety and welfare, to extend a moratorium to allow the City of Hopkins to study issues pertaining to pawn shops in the B-2 and B-3 zoning district and possible amendments to the City Code to better e regulate said pawn shops. NOW THEREFORE, BE IT RESOLVED, that a moratorium prohibiting pawn shops in the B-2 and B-3 zoning district is extended. Said moratorium shall extend to December 5, 1995 or upon the enactment of a zoning amendment concerning this matter, whichever comes first.
