AWARD BID - HOP-A-RIDE
Proposed Action:
Staff recommends the following motion: Move to award the 1995 Hop-A-Ride contract to
Suburban Taxi.
Overview:
The Hop-A-Ride service is an advance-reservation, shared-ride, door-to-door transportation
service for anyone who needs transportation within the Hopkins City limits. There are six
additional destinations outside the City limits, They are:
1. Methodist Hospital;
2. Opportunity Workshop in Opus II;
3. Shady Oak Beach;
4, KnoUwood Shopping area.
5. St. David's School
6. Park Nicollet Medical Center
. The service operates Monday through Saturday from 6:00 a,m. to 6:00 p,m. The Regional
Transit Board provides $37,500 for funding of the service, The City's general fund and revenue
from the ticket sales provide the balance of the funding. The 1995 budget is $65,200. The City
of Hopkins contracts with a private taxi operator to provide this service. Currently Suburban
Taxi provides the 1994 service. The current bid price per ride is $2.74.
Every year the City solicits bids from taxi companies for the upcoming year. The bids were
opened on October 12, 1994. Only one taxi company bid on the service.

The bid from Suburban Taxi was the following:
Base bid $2.74
Trip to Knollwood $2.99
Trip to St. David's School $3,34
Trip to Park Nicollet $5,95
The bid for the 1995 service to all destinations is the same as 1994.
0 Should the bid be awarded to Suburban Taxi?
Suburban Taxi currently has the current contract. During the past year there have been very few
complaints regarding the service. Because Suburban is not increasing the bid and has provided
good service the staff would recommend awarding the bid to Suburban Taxi.
0 Should the ticket price be increased?
The. current bid price is $2.74 per ride and the ticket prices are .85 (low income) and $2.75
. (regular income). Staff is recommending that because the bid price remained the same for 1995,
the ticket prices should remain the same. In 1994, the ticket prices increased significantly because
of the increase in the contract price, The ticket prices are the following

0 Will there be any changes in the Hop-A-Ride program for 1995?
In 1995 children under 5 riding with their parents will ride free.
Alternatives.
1. Award the bid to Suburban Taxi. By awarding the bid to Suburban Taxi, the price per
ride will remain the same at $2,74 per ride.
2. Reject the bid from Suburban Taxi and direct staff to re-bid the service. By rejecting
the bid from Suburban Taxi, the service will be re-bid. However, at this point staff
feels that the number of companies bidding on the service will not change. In 1994
. only one bid was received,
e 3. Continue for further information. If the City Council indicates that further information
is needed, the item should be continued. This issue can only be continued for an
additional four weeks as the current contract expires on December 31, 1993.
