ORDJNANCE LIMITING THE NUMBER OF CATS
Proposed Action
Staff recommends that the Council approve the following motion: Move that the Hopkins City
Council adopt Ordinance 94-744 for first readinq.
Adoption of this motion will limit the number of cats that a household may have.
Overview
This issue was brought before the City Council on October 4. The City Council instructed staff to
solicit input from the public regarding this issue prior to bringing it before the Council again at the
November 1 meeting.
The City Clerk's office received seven calls concerning this issue. Four individuals wanted a three
animal limit, two wanted a two animal limit, and one individual opposed any sort of limit. Several
individuals indicated that they would be present on November 1 to address this issue.
· While there is no agreed upon maximum number, it is reasonable for the City to set such a
number. Other cities have various limits on the number of cats or dogs.
Bloomington Maximum of four animals - dogs and/or cats
Brooklyn Center Three cats, two dogs
New Hope Three cats, three dogs
Edina Maximum of three animals - dogs and/or cats

Alternatives
1. Adopt Ordinance #94-744 for first reading establishing a maximum of four animals of which
only two can be dogs. This alternative would keep the current limit of two dogs per
household. It would allow household to have up to four cats but would limit the total
number of cats and dogs to four.
2. Adopt Ordinance #94-744 for first reading establishing a maximum of three animals, dogs
and/or cats. This alternative would increase the allowable number of dogs but would treat
dogs and cats equally.
3. Adopt Ordinance #94-744 for first reading and set a different limit on the number of cats
and/or dogs.
4. 00 not adopt Ordinance #94-744 for first reading. This would result in no limit on the
number of cats that a household could have.

AN ORDINANCE ESTABLISHING THE MAXIMUM
NUMBER OF CA.TS AND DOGS IN A HOUSEHOID
The City Council of the City of Hopkins does hereby ordain:
SECTION 1. That Section 925.34 be amended to read as follows:
925.24. Maximum Number of Dogs and Cats. No person shall keep,
harbor or maintain more than two dogs or four cats over the age
of six months within or upon the property of any individual
dwelling unit within the City of Hopkins. No person shall keep,
harbor or maintain more than four such animals over the age of
six months within or upon the property of any individual dwelling
unit within the City of Hopkins.
SECTION 2. The effective date of this ordinance shall be twenty
days after publication.
