LAND USE/MARKET ANALYSIS
HENNEPIN COUNTY PUBLIC WORKS PROPERTY
Proposed Action.
Staff recommends adoption of the following motion: Authorize City staff to
solicit consultant services to undertake a land use and market analysis study
of the Hennepin County Public Works Property.
With approval of this action staff will prepare a request for proposal and
solicit consultant services. Staff would return back to the Council for the
actual award of contract for the serVlces.
Overview.
As part of the November 1st HRA agenda there will be consideration glven to
approving in concept an option agreement with Hennepin County for the possible
purchase of the Hennepin County Public Works property. Based on this action,
staff is requesting authorization from city Council to solicit consultant
services to undertake both a land use and market study/analysis of this
property. This analysis would include the following:
0 From a market perspective what lS developers interest in this property
and what is the highest and best use?
. 0 What concerns do the surrounding properties have as it relates to the
development of this site and how would they like to see the property
reused?
0 What is the most beneficial type of development for the City?
0 Land use/design requirements which should be part of any project.
0 Identification of necessary infrastructure improvements.
The above work could require two separate contracts as market and land use
expertise are usually not found in the same firm. city staff would work close
with the consultant to insure that the appropriate issues are addressed, the
proper organizational individuals from the Community are involved, and to keep
the costs of this work as low as possible.
