PRELIMINARY SURVEY RESULTS

Recently the staff and Board discussed the R.L. Johnson B-3 owned
property located on the southeast corner of 11th Avenue and
County Road 3. This discussion concerned undertaking a process
whereby the HRA might be able to develop some type of consensus
as to the type of uses they would find acceptable in this area so
. as to facilitate a sale of the City/BRA property. From
everybody.s perspective it seems to be felt that incorporating
these two properties into one or two parcels would provide the
most quality type of development. The HRA has previously gone on
record saying they are agreeable to a sale or an easement of the
City/HRA property for what they consider is a high quality
development that has a positive benefit to the City. The
question seems to be what is this type of use.
As a result of this discussion it was agreed that a survey which
had been prepared by staff would be disseminated to both the HRA
Board and Zoning and Planning Commission for completion. Those
completing the survey were asked to rank various uses for this
area from most desirable to least desirable.
The results of the survey were compiled just prior to the
February BRA meeting. Enclosed is a general summary of these
results as well as a ranking from most preferable to least
preferable uses. Because of various items on the agenda there
was limited time to discuss the specific results. Therefore the
item was continued until the March meeting.
At this meeting the Board is being asked to discuss the results
of this survey in more detail. The Board should then try to come
. to some consensus as to how they wish to proceed with these

be identified, i. e. , reduced land price for uses the Board felt
were most desirable.
Based on the discussion at this meeting the Board would have the
following alternatives:
0 continue discussion at the Board level until a future
meeting
0 Discontinue any further action on this item
0 Try to schedule a workshop meeting, preferably March 9,
to meet with R.L. Johnson to discuss the results of the
survey. R.L. Johnson mayor may not be interested in
attending such a meeting and therefore the scheduling
of such a meeting would be dependent on his willingness
to participate. staff has been unable to make contact
with him to date.
