Staff recommends adoption of the following motion: Move that Council adopt Resolution 94-90, resolution approvinq petition for a fire protection system at Hopkins Auto Bodv, 1304 Second Street South. Adoption of this resolution will provide funding for a private sprinkler system at Hopkins Auto Body. Overview. The owner of Hopkins Auto Body at its new location on County Road 3 is proposing to install automatic sprinklers as part of a fire protection system. He wishes to finance the cost of this installation under the city's current program where funds are made available to commercial ventures for such protection and has submitted a petition. The petitioner has received a proposal for a wet system throughout the building, including an 80 x 100 section, one paint room, and 2 paint baths. The bid totals . $13,390. Section 429 of the State Statutes permits installation of fire safety related devices and equipment to be installed and assessed to benefited properties. The amount to be assessed would be the total cost of the project plus an administrative fee as outlined in the City'S Legislative Policy. Present policy is to charge 8% interest and to assess over a ten-year period. Primary Issues to Consider. . Should the Council approve the petition? The proposal meets all policy and code criteria and staff recommends approval. . Are adequate funds available? This is the second 1994 project of this nature. Our proposal includes one wet system throughout building.' The base bid only includes 80x100 section of the building plus one paint room and ( 2 ) paint baths. . Design is based on latest edition of NFPA #13 which will be approved by the city of Hopkins. Falcon will provide necessary hangers for support of our piping in accordance with NFPA #13. Falcon shall not be required to furnish or install any material or device to improve the structural strength of the building to enable it to bear the load of the fire protection system. In buildings where sprayed on fireproofing is used on building steel, Falcon will not be required to repair fireproofing disturbed by hanger installation, nor will be required to install hangers at any time other than pipe installation. This proposal is based on the assumption that all installation to be performed is accomplished during normal work iveek hours. ShOUld it become necessary to perform any or all of the installation during other than normal work week hoursi the buyer shall pay to the seller the cost of the premium hours involved. It is the responsibility of the Buyer to furnish a Materials and Test Certificate covering hydrostatic test and flushing of the underground piping to which proposed connection will be made where Seller's work is to start. . -- ..--- . . e Page 2 Price: Base bid $13,390.00 Items not included: 1 ) Water supply inside building. 2 ) Wiring of alarms. 3) Lights, water, heat and power during construction. CITY OF HOPKINS Hennepin County, Minnesota Resolution No. 94-90 RESOLUTION APPROVING PETITION FOR AND ORDERING IMPROVEMENTS WHEREAS, the owner of Hopkins Auto Body located at 1304 Second Street South, Hopkins, Minnesota, has petitioned for an improvement consisting of the installation of a fire protection system pursuant to Minnesota Statute No. 429.031, Subd. 3j and WHEREAS, the petition and accompanying documents thereto comply with the requirements of the aforementioned statute. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1. Such improvement is hereby ordered as proposed and requested in the petition. 2. That the Engineering Superintendent and Fire Marshal be directed to review and approve the plans and - specifications accompanying the petition for the construction and installation of the fire protection system. 3. That said installation and construction be in conformance with Minnesota Statute Chapter 429 and all state and municipal codes, ordinances and regulations pertaining thereto. 4. That periodic inspections be conducted by the city of Hopkins to assure compliance with said codes and requirements. Adopted by the city Council of the City of Hopkins this 4th day of October, 1994.
