CR 94-185 Ordinance Limiting Number Of Cats I .JI' ~ e September 29, 1994 ~ Council Report 94-185 ORDINANCE LIMITING THE NUMBER OF CATS Proposed Action Staff recommends that the Council approve the following motion: Move that the Hopkins City Council adopt Ordinance 94-744 for first readinQ. Adoption of this motion will limit the number of cats that a household may have. Overview The City received a complaint regarding a resident who is keeping between 15 and 23 cats in their garage. The City Council instructed staff to prepare an ordinance which would amend the City Code to limit the number of cats that a household may have. The City has a limit of two dogs per household. The problems of sanitation and noise and the potential to be a nuisance increase with the number of animals that are being kept. While there is no agreed upon maximum number, it is reasonable e for the City to set such a number. Other cities have various limits on the number of cats or dogs. Adopt Ordinance #94-744 for first reading establishing a maximum of three animals, dogs and/or cats. This alternative would increase the allowable number of dogs but would treat dogs and cats equally. 2. Adopt Ordinance #94-744 for first reading establishing a maximum of four animals of which only two can be dogs. This alternative would keep the current limit of two dogs per household. It would allow household to have up to four cats but would limit the total number of cats and dogs to four. 3. Adopt Ordinance #94-744 for first reading and set a different limit on the number of cats and/or dogs. 4. Do not adopt Ordinance #94-744 for first reading. This would result in no limit on the number of cats that a household could have. That Section 925.34 be amended to read as follows: 925.24. Maximum Number of Dogs and Cats. No person shall keep, harbor or maintain more than ~ three dogs or three cats in the aggregate which are ~over the age of six months within or upon the property of any individual dwelling unit within the City of Hopkins. SECTION 2. The effective date of this ordinance shall be twenty days after publication. First Reading: October 4, 1994 .
