MORATORIUM - ADULT ORIENTED BUSINESSES
Proposed Action,
Staff recommends approval of the following motion: Move to direct the Zoning and Planning
Commission to hold a public hearing on placing a moratorium on the establishment of adult
oriented uses within the City.
Overview.
The Zoning Ordinance currently regulates adult-oriented businesses within the City. The
Ordinance regulating adult-oriented business was passed in 1991. There have been some
concerns regarding the adequacy of the existing ordinance to regulate adult-oriented
businesses within the City, Since 1991 there have been some new adult type uses the current
ordinance may not address. Also, it appears other cities may be implementing new control
mechanisms which our ordinance does not contain.
e The Zoning and Planning Commission will make a recommendation to the City Council on the
appropriateness of a moratorium for adult uses.
Primarv Issues to Consider.
How long should the moratorium last?
If a moratorium is placed on adult oriented uses, staff is recommending a moratorium of one
year or until the ordinance is amended.
