Gentlemen : In accordance with your instructions, we have made an audit of the books and accounts of the Village of Hopkins, Minnesota, for the year ended December 61.„ 1930, and herewith submit our report thereon, together with the Exhibits and Schedules , as enumerated in the preceding index. REPORT Cash in Banks - t44,701.39 The various Fund Balances making up the above total are shown on the Balance Vheet, 7xhibit "A" . Included in this item are deposits in transit, consisting of the last tax settlement from the County, amounting to 0_1,513.24, and other deposits aggregating 11.4,400.47. The total of the Fund Balances are shown before giving effect to the various warrants outstanding against each fund. This matter is further commented upon in this report. checked the cancelled warrants to the Clerk's TIsbursement Record, noting the endorsements and distributions to the appropriate accounts. The deposits as shown by the bank statements, were verified with the entries in the Cash Receipts Record. Accounts Receivable - $548.66 The above amount comnrises the balances due from ' :ater and Gas consumers at necember 31, 1930 as follows : Water Consumers 402.29 Gas Consumers 146.37 548.66 We checked all of the water bills on file, in respect to charges and collections made for the year endedecember 31, 1930, and after applying the accounts outstanding at December 31, 1929, it was necessary to make a minor adjustment to harmonize the individual balances outstanding with the control account as shown above. The amount due from Gas Consumers was given to us by the Superintend ant and no further verification of these accounts outstanding was made. Investments - Gas Fund 110,770.38 The above amount consists of Sidewalk and Curb Certificates of Indebtedness and Ornamental Street Light Bonds issued by the 71.11age of Hopkins and purchased by the Gas Fund, as follows : Sidewalk and Curb - Certificates of Indebtedness S 5,179.88 Ornamental Street Light Bonds 5,590.50 0.0,770.38 All of the above Certificates of Indebtedness and Bonds were pro- duced for our inspection. Assessments Receivable - t59,470.85 : ssessments due from property owners on account of various improve- ments made, represents the above item. Surplus - 4.272,818.51 e present in rxhibit "K" an analysis of the Surplus account for the year ended December 31, 1930. OrNFRAL The Revenues and 7xpenses, for the period. under review, of the General Revenue Fund, Park Fund, Music Fund, Poor Fund, Library Fund, Road and Bridge Fund, Special Assessment and Bond and Interest Tund and the Gas Fund are shown in exhibits "B" , "C" , "D" , "E" , "F" , "H" , "I" and "3" respectively. The Fund. accounts or Cash reconciliations of each of these Funds are shown following their respective Revenue and T'xpense Statements under the Captions of Exhibits "13-11, "C-1", "D-1", "E-1", "F-1", "H4% "I-1" and "3-1" • We verified the receipt of monies from Hennepin County for taxes, during the period covered by our examination by direct communication with the County Luditor. The monies received for fines, licenses, dog taxes, etc. were also verified, .. ccording to the Minute ecord an old grader was sold to the town of Vinnetenka for t50.00 and certain bills for repairs to streets, etc. were placed in the hands of the ecorder for collection. 'Ye were informed that no money had, as yet, been received for these Items. e checked all verified claims and disbursement authorizations per the Minute Record to the Recorder' s record of disbursements. _ . Village of Hopkins , Minnesota Report Continued Page 5 The majority of the claims were not verified and frequently they were not itemized. Section 1222, Mason' s Statutes provides , "No money demand against such village shall be paid until audited and allowed by the Council, nor otherwise than by an order drawn uron the Treasurer therefor. Such demand shall be made out in items and be verified by an attached affidavit that the claim is just and correct and that no part of it has been paid." We present in 7xhibit "G" the operating statement for the later Department for the year ende.'11, December 31, 1930, while in 7xhibit "G-1" we show the Fund Account, or the cash reconciliation for the same period. We recommend that a change be made in connection with the keeping of the Water Accounts Receivable, as the present system is very cumbersome, hard to check and conducive to the making of errors. The First National Bank and the security National Bank, the designated depositories for Village funds , have nlaced Collateral with the Federal Reserve Bank of Minneapolis for the safekeeping of Village deposits in the amounts of $10,000.00 and $17,288.74 respectively. The Village Treasurer and the Village Recorder are covered by surety bonds in the amounts of $15,000.00 and $500.00 respectively. The Mater Super- intendent, who makes some collections of water accounts , is not bonded. The insurance carried by the Village and in force as at December 31, 1930 is as follows : Village Hall Fire $22,500.00. Village Jail Fire 4,500.00 . Water Tower and Steel Tank Tornado 4,500.00 Pump House Tornado 500.00 Electric Pump and - quipment Tornado 2,500.00 e found that '7orkmen' s Compensation insurance WAS also being carried. e did not see any policy covering tornado insurance on either the Villale of Hopkins .
