he population in Hopkins has remained stable over the past decade. This is typical of the traditiona
development of the American cities. Over the past decade the central city and the inner-ring suburbs hav
atured and remained stable, while the outer most suburbs have experienced rapid growth in the 80's. Th
suburban population in Hennepin County grew 16% during the 1980's.
he following information for Hopkins relates to age, race, and the different types of households.

n the area of household type, Hopkins has remained fairly stable. The majority of Hopkins is composed 0
onfamily households, which are mostly single people. This contributes to the low owner-occupied person pe
nit. This high number of nonfamily households is probably due to the high number of rental units in the city.
he male and female heads of households have increased over the last 10 years, but is still relatively a smal
ercentage of the households in Hopkins.
here has been a significant change in the income of the residents. The av;erage household income has increase
y $14,315.00. In 198042% of the population made less than $15,000. In 1990 only 20% of the populatio
ade less that $15,000. In 1980 only 12% of the population made over $35,000 as compared 1990 where 39%
akes over $35,000. Some of the increase can be accounted for from inflation, but because the increase is ve
significant, it seems logicalto conclude that the Hopkins population is much wealthier than it was in 1980.
n comparing the median income of Hopkins with the western suburbs and Hennepin County as a whole,
opkins has the lowest median income.

he labor force of the Hopkins residents has remained for the most part stable for the 10 year period. The tw

uring the 1980's only a small amount of single family construction took place in Hopkins. The majority 0
nits that were constructed within the City were multifamily units. For the most part Hopkins is a full

- he 1990 Census shows that the housing in Hopkins has remained fairly stable. There are two significan
umbers in the area of home value when comparing the 1980 Census to the 1990 Census. The first is there ar
- ery few homes valued under $50,000 as compared to 1980. Secondly, the number of homes' values ove
$200,000 has increased significantly from 1980 to 1990. This increase in value is due to the increase in home
hroughout the metro area.
he total number of housing units has increased by 1315 during the 10 year period. The increase in housin
nits has increased the greatest in the multiple family units.
- he number of condominiums has increased significantly. This increase is probably due to Westbrooke becoming
condos.
. he rent for apartments has remained competitive.

" RECOMMENDATIONS
- 1. Hopkins needs to maintain programs that encourage reinvestment.is single family homes. Hopkins has
significant number of older homes. The City needs to' keep. the programs that promote rehabilitation 0
the existing homes so Hopkins will continue to maintain a strong single-family housing market. Also th
City should examine if the housing rehab program should be expanded to include multifamily housing.
Hopkins has a high concentration of multi-family units. Vacant and redevelopment areas shouldb
examined to determine if the zoning and/or land use designation should remain multiple family. (Th
Zoning and Planning Commission is currently analyzing these sites).
3. Follow the strategic planning goals for business retention/recruitment. Because Hopkins has had
- significant increase in the median family income, residents should be encouraged to spend their money i
Hopkins. If a family cannot find what they need in Hopkins they will seek out an item in another city.

he Hopkins rental vacancy rate is in the middle of the cites listed above. It appears that the cities with th
ewer constructed rental units are experiencing a higher vacancy rate. Most of the Hopkins rental units are olde
and able to charge a lower rent than the new rental units which may account for the lower vacancy rate.
