Subject Multi-family zoning
I. PURPOSE.
The purpose of this item is to discuss potential Comprehensive Plan land use or zoning
designation changes for a number of properties presently identified for multi-family
development. These changes are being recommend by the Zoning and Planning
Commission in conjunction with a review process this group has undertaken over the
last several months. The City Council is being asked to review these changes and
. discuss future action steps.
Since last fall the Planning Commission has been reviewing various multi-family sites
throughout the City. The Planning Commission undertook a review of these sites
based upon the following action step in the Strategic Plan for Economic Development.
The Strategic Plan identified the following action step: Examine properties which are
currently zoned and guided for multi-family housing. Determine if changes need to be
made based on:
Need for single family, owner occupied housing vs. multi-family,
non-owner occupied housing
Current housing market
Land use issues
Goals of Strategic Plan
II. BACKGROUND.
In completing this process 12 sites were reviewed. These sites were identified as
either being zoned multifamily, with an existing different use, vacant with a multi-family

MISSION STATEMENT
In conjunction with the recommendations of the Housing Study and the Strategic Plan the
Planning Commission will undertake the following:
- examine sites that are currently guided multiple family that have a different use;
- examine sites that are currently zoned multiple family that have a different use;
- examine sites that are currently guided multiple family that are vacant or have the
potential to be redeveloped in the near future;
- examines site that are currently guided and zoned multiple family that have a different
use, are vacant, or have the potential for redevelopment in the near future.
The examination will include but is not limited to:
- land use issues
- potential Zoning Ordinance amendments

- need for special needs housing
- owner occupied multiple housing
- goals and objectives of the Strategic Plan
- goals and objectives of the Housing Study
After an examination of the aforementioned sites the Planning Commission will make a
recommendation to do one of the following or a combination of the following with the sites:
- do nothing with the site
- amend the Comprehensive Plan for the site
- change the zoning on the site
- create a new zoning category for sites( s)
- amend Zoning Ordinance to address other multi-family issues e.g.
density;;;,erformance incentives
