Subject: Review of Goals & Mission Statement

At the 1993 Staff/Council retreat, a draft mission statement and goals for the city were
developed. During the April 13, 1993 worksession, staff would like to discuss the draft
mission and goals statements with the Council and determine a course of action which
will lead to adoption and implementation.
'MISSION STATEMENT
During the retreat, the Council and department heads worked toward developing a draft
mission and value statement. Page 9 of the attached executive summary contains the
.- final product of those efforts.
After review, staff recommends that the Council appoint one or two members of the
Council to work with a committee of employees from all levels of the organization to
review, revise and recommend to the Council a final version,
In taking this approach, it will further the efforts of the Council and department heads to
have a mission statement which is applicable to all employees of the City and will be
the value and mission statement for our organization. My review of the product
developed at the retreat is that we have a very good starting point but the statement
continues to need work, I have already collected names from each department which
includes supervisory and non-supervisory employees and with the addition of Council
input it is my belief we could complete this project in 2 -3 meetings, Since we are
utilizing City employees for this project, I would ask at members appointed from the
Council be able to work on the project during normal business hours.
CITY GOALS
At the_Retreat; the Council also worked with department heads to develop a set of
priorities or goals for the City, It is my desire during the worksession to review and
discuss the suggested goals program which starts on page 13 of the executive
summary.

<. In review, staff is recommending that Council discuss the goals outlined in the summary
and to determine whether or not the goals as listed are consistent with the wishes of
the Council. It may be that the goals need to be reviewed or refined as to language
and the priority could also be adjusted. Assuming the Council is satisfied with the
goals after discussion, the staff will place a resolution at a future Council meeting for
adoption of the goals. Inherent in a goals program .is to have an implementation
comporlent of the goals. This will be developed by staff once the goals are
established.
