RAMSGATE SANITARY SEWER IMPROVEMENTS
Proposed Aotion.
Staff recommends adoption of the following motion: Move that
Council adopt Resolution 93-05. Resolution Approving Plans and
Specifications and Orderinq Bids - Sanitary Sewer Improvements at
Ramsgate Apartments.
Overview
In June 1992 Council approved plans for sanitary sewer
improvements at the Ramsgate Apartment complex and ordered bids
to be taken. A bid opening was held July 8, 1992 and the lowest
submittal exceeded the engineer's estimate by 40%. Staff along
with its consultant, RCM Associates, recommended that Council
reject the bids and reschedule the process in January of 1993,
when it was felt rebidding the project could result in lower
, , prices for an early spring project.

0 Has the necessary easement been acquired?
Acquisition of an easement has been completed at a cost of
$25,000.
0 What is the estimated cost and how will it be funded?
The engineer's estimate has been revised slightly to reflect
1993 prices at $54,000. Funding for the project is slated
to come from sanitary sewer utility funds.
0 Timetable
The engineer recommends advertising for bids during the
month of February, a bid opening on March 5, and award of
bid on March 19. Construction could begin in early May.

RESOLUTION NO: 93-05
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
SANITARY SEWER IMPROVEMENTS - RAMSGATE APARTMENTS
AND AUTHORIZE THE ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the council on August
20, 1991, plans and specifications for reconstruction
and rerouting of sanitary sewer at the Ramsgate
Apartments, have been prepared by RCM Associates, and
they have presented such plans and specifications to
the Council for approval,
NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins,
Minnesota:
1. Such plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered placed on file in the office of
the City Clerk.
. 2. The City Clerk shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin
an advertisement for bids upon the making of such
improvement under such approved plans and
specifications. The advertisement shall be published
twice, at least twenty-one days before date set for bid
opening, shall specify the work to be done, shall state
that bids will be received by the clerk until 10:00
a.m. , on the 5th day of March, 1993, at the city Hall
and that no bids shall be considered unless sealed and
filed with the clerk and accompanied by a certified
check or bid bond, payable to the City of Hopkins,
Minnesota for 5% of the amount of such bid.
The clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read
aloud bids received at the time and place herein noted,
and to tabulate the bids received. The Council will
consider the bids, and the award of a contract, at the
regular city council meeting of March 16, 1993, in the
Council Chambers.
