RESOLUTION IN SUPPORT OF WEST HENNEPIN HUMAN SERVICES
PROPOSAL TO ADMINISTER WEATHERIZATION PROGRAM
Proposed Action
staff recommends approval of the fOllowing motion: Approve
Resolution 93-7 supporting West Hennepin Human Services
proposal to administer the Low Income Weatherization Program
in Suburban Hennepin County.
With approval of this motion, the Resolution will be sent to
West Hennepin Human Services to be included in their
proposal.
Overview
.The Minnesota Department of Jobs and Training has issued a
Request for Proposals for the administration of the Low
Income Weatherization Program for Suburban Hennepin County,
as Hennepin County has decided to no longer administer this
/. program.
The West Hennepin Human Services Planning Board has elected
to submit a proposal to the Department of Jobs and Training
for the administration of the weatherization program. West
Hennepin Human Services believes that they can efficiently
administer this program, while increasing services to low
income households.
West Hennepin Human Services has requested a Resolution from
the City of Hopkins indicating support for their proposal.
primary Issues to Consider
It is staff's recommendation that the City Council adopt
Resolution 93-7 supporting West Hennepin Human Services'
proposal. The city has worked closely with West Hennepin on
a variety of projects and programs and has had a very good
working relationship. It is felt that West Hennepin Human
Services can effectively administer the Weatherization
Program to the benefit of our residents.

Program
Late last fall Hennepin county informed the State of Minnesota it
was no longer interested in adminlstering the Low-Income
Weatherization Program in Suburban Hennepin County. The
Mi.nnesota Department of Jobs and Training, the state department
.responslble for administering thlsprogram in Minnesota then
, decided to go with a public bid for selecting the next service
dellver~r for this program in suburban Hennepin county.
A Request for proposal was made on January 4, 1993 with proposals
to be submitted by January 22, 1993. West Hennepin Ruman
Services Planning Board has made the decision to submit a
proposal toadministe~ this program. This. application will be a
joint application with. Weatherization, Research and Production
1 nc . I ( WRAP) . WRAP lea nonprofit housing corporation whose
primary focus 15 the delivery of weatherization services to low- .
income households. It has over 12 years of experience providing
this service. WRAP currently provides these services In Ramsey,
,Washington and Dakota counties. It is also a insulation and
House Doctor contractor working with the Center. for Energy and
Urban Environment serving Minneapolis and suburban Hennepin
County.
WHHS would like to ask your assistance in this effort by either
approving a Council Resolution indicating your support or
submitting a letter of support. Attached for your convenience Is
such as resolution and a draft copy of a support letter. Thank
you.
west Hennepin Human Services has decided to make the application
for the following reasons:
, 1} WHHS has administered the Energy Asslstance Program for over
12 years. This program serves the same clientele as the
Weatherization Program. In fact EAP conducts client intake for
the weatherization program. The combining of the two programs

~ provided by WHHS. WIth this program WHHS has provided over 5500
~ residential audlts in suburban Hennepin County.
- 3 ) WHHS has an excellent record of coordinating the energy
related repair program, CDBG housing rehabilitation funds,
Heatshare funds, etc. 1n assisting low income households make
necessary home improvements t6 meet. their needs. The
administration of the weatherization program would increase our
ability to coordinate these efforts.
4) WHHS is becoming more active in addressing low iricome hoUsing
issues in suburban Hennepin County such as assisting the city of
Hopkins rehab a HUD foreclosed house for transitional housing,
etc. The resources available through the administration of the
lDw Income Weatherization Program would be .v;ery sUpportive .in th:Ls..:effort~

RESOLUTION INDICATING SUPPORT BY THE CITY OF HOPKINS FOR THE
PROPOSAL BY WEST HENNEPIN HUMAN SERVICES PLANNING BOARD TO
ADMINISTER THE LOW INCOME WEATHERIZATION PROGRAM IN SUBURBAN
HENNEPIN COUNTY.
WHEREAS, the city of Hopkins is represented on the West
Hennepin Human Services Planning Board by two people
appointed by the Hopkins city Council; and
WHEREAS, West Hennepin Human Services Planning Board
has effectively and efficiently administered the Low Income
Energy Assistance Program in suburban Hennepin County for
over twelve years; and
WHEREAS, West Hennepin Human Services Planning Board
has been actively involved in delivering residential energy
conservation services to the residents of Hopkins through
the Community Energy Council Programs; and
, WHEREAS, West Hennepin Human Services Planning Board
has shown an ability to effectively coordinate services
amongst different providers; and
WHEREAS, the Low Income Weatherization Program and Low
Income Energy Assistance Program serve the same people; and
WHEREAS, the administration of the Low Income
Weatherization Program and the Low Income Energy Assistance
Program by the same provider would reduce administrative
costs and enhance service coordination.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HOPKINS, MINNESOTA, THAT:
The City of Hopkins supports the proposal by West Hennepin
Human Services Planning Board and Weatherization, Research
and Production, Inc. being submitted to the Minnesota
Department of Jobs and Training to administer the Suburban"
Hennepin county Low Income Weatherization Program and that
the Mayor and city Manager are authorized to communicate
this support to the Minnesota Department of Jobs and
Training.
