Staff recommends adoption of the following motion: Move that Council adopt Resolution 93-83. Resolution Acceotinq Petitions por Private Imorovements and Orderinq Preoaration of Assessment Roll - 1993 Miscellaneous Soecial Assessments. Adoption of this resolution will begin the assessment process for various small projects and delinquent invoices. OVerview. In addition to assessing delinquent invoices and maintenance of the parking ramp, the Council will need to consider small projects undertaken during the past year: installation of public sidewalk at the Sonoma Apartments, repair of broken water service utility at 910 Mainstreet in conjunction with Mainstreet reconstruction, excavation of a private pond at 707 Oakridge Road in conjunction with the Knollwood neighborhood street reconstruction project, certain parking lot improvements at . Alliant Techsystems in conj4nction with the 2nd street N.E. Sidewalk project. An assessment roll will be calculated and presented to the Council for its review ~t the September 7 meeting. Primary Issues to Consider. . Petitions for Private Improvements The four attached petitions are for private improvements that were performed in conjunction with larger public improvement projects. The petitions are valid and concern improvements expressly covered by M.S.S. 429. Staff recommends acceptance of the petitions before their project costs are entered on an assessment roll. . . Should assessment procedures begin now? Although final certification of special assessments is scheduled for November 30, staff feels it is prudent to begin the process now and allow ample time to carry out the full assessment procedure.
