o Should the bid award be made to Hardrives, Inc.?
Hardrives, Inc. is a qualified bidder with the necessary
equipment and personnel to complete the project.
o Is the bid reasonable?
The bid is very reasonable and competitive. The low bid is
$22,000 less than what was anticipated by the city's engineer
without the alternates included. The low bid is still $10,600.00
less than the engineer's estimate with the alternates included.
o How will this project be funded?
The project will be funded from general fund revenues as
identified i~~1993-97 CIP.
o When will con ~tion begin?
It's presently anticipated that construction will begin around
August 16 and be completed by September 30.

Dear Mr. Gustafson, Mayor and City Council Members:
Six bids were received at the July 29, 1993 bid opening for parking lot and field improvements at Maetzold
Field which included a base bid and two add alternates. Add Alternate No. I included bituminous trail
paving, while Add Alternate No.2 included concrete maintenance strips under the two ballfield sideline
fences. We have reviewed the bids submitted and a detailed comparison of individual bid items for each
bidder was conducted. This process confirmed the individual unit bid price extensions and summary bid
totals and also disclosed one bid error which does not affect the ultimate outcome of the low bidder. A
summary of the three lowest bids is as follows:

recommendation that the City award the Construction Contract for Maetzold Field Park Development
(Project 91-16) to Hardrives, Inc. ofPlymouth,MN, to include Bid Alternates 1 and 2, in the amount of
$139,384.20. B:ardrives, Inc. has an acceptable bid security and work performance record.

Inc. in the amount of $139,384.20 is the lowest
reasonable bid for this project.
NOW THEREFORE BE IT RESOLVED, by the City Council of the
city of Hopkins, Minnesota, that the. Mayor and
city Clerk are hereby authorized and directed to
enter into a contract with Hardrives, Inc., for
and on behalf of the city.
