TAX FORFEITURE PROPERTY
proposed Action.
Staff recommends adoption of the following motion: Move to
approve Resolution No. 93-10 "Resolution providinq direction to
Hennepin County regarding the disposition of tax forfeited
'Property."
Overview.
The County has notified the City of four pieces of property which
are available for acquisition by the City because of tax
forfeiture. Three of these four properties do not appear of use
to the City and staff is recommending that they be put up for
public auction. However, one of the properties is a vacant lot
in a south Hopkins neighborhood which may be of use to the City
in the future for housing related purposes. As a result, staff
is recommending that the city ask the County to withhold this
~ parcel of property from public sale for a period of up to one
, year so that it may be further evaluated for redevelopment
purposes.

0 What are the specifics of the various properties in
question?
A. 254 Oakwood Road, pro No. 19-117-21-44-0071
This is a home located in rnterlachen Park. The legal
description of the property is Lots 16, 17 and 18,
Block 14, F.A. Savage's Interlachen Park. The property
has a market value of $242,400. .
Staff is recommending that the city.release.this .
property and that the property be put up for public
auction.
B. 633 Eighth Avenue South, PIO No. 25-117-22-13-0074
This property is located in south Hopkins. The legal
description is Lot 15 Block 61 West Minneapolis. This
is a vacant lot with a market value of $15,300.
~ Staff is recommending the City council request the
County to withhold this property from public sale for a
period of up to one year so that the City may further
evaluate it for redevelopment purposes.
C. 633 Eighth Avenue South, pro No. 25-117-22-13-0075
This is a home located directly adjacent to the
aforementioned property. The legal description is Lot
16 Block 61 West Minneapolis. The market value of the
property is. $70,900.
city staff is recommending that the city release this
property and that the County place this property up for
public auction.
O. Garage unit number 201, Westbrooke Park Condominiums,
pro No. 25-117-22-31-0684
This property has a market value of $1,000.
city staff is recommending that the City release this
property and that this property be put up for public
auction.
with the exception of property B, which is the vacant lot in
- south Hopkins, staff is basing its recommendations on the
f~ct that the described parcels could not be used for any
public purpose and therefore should be released.

0 Why is staff recommending that one of the parcels be
reserved for additional study? ,
Staff is recommending that the vacant lot at 633 Eighth
Avenue South, PID No. 25-117-22-13-0074, not, be put up for
public auction and that 'the County set ,aside this'property
for one year to ',' allow the City to ,analyze potential
development possibilities for this property. Although the
City has placed a market value of approximately $15,000 for
this site, based upon staff discussions with the County it
appears the city" could probably acquire the property for
approximately $8,000. This presents some attractive
possibilities for the city in terms of the development of
this property. Examples of the analysis to be undertaken by
staff over the next year would include: '
0 Determine if "Teens Alone" could utilize this property
fora project to serve asa fund raiser.
0 Determine if the City should undertake ,the construction
of a single family home on'the property with resale
perhaps to a low/moderate income homeowner.
- 0 Analyze whether the city should acquire and sell the
property to a private developer as a part of a
scattered site housing project.
0 Other alternatives which might be identified.
Based upon conversations with County staff, it does not
appear that the City is under any obligation to acquire the
property arid is not obligated to pay any expenses relative
to taxes, etc. 'for the property during this one year period.
0 Alternatives.
0 Approve staff's recommendation.
0 Adopt the resolution but modify staff's recommendations
on how the properties should be disposed.
0 Table matter for further 'information. The Council
could continue this matter until its February 16
meeting. The City is not required to respond to the
'County unti,l February 26.

RESOLUTION PROVIDING DIRECTION TO HENNEPIN COUNTY
REGARDING THE DISPOSITION OF TAX FORFEITED PROPERTY
WHEREAS, Hennepin County has notified the city of Hopkins of.
certain real estate described under PID Nos. 19-117-21-
44-0071, 25-117-22-13-0074, 25-117-22-13-0075 and 25-
. ,
117-22-31-0684 which are located within the city and
which have been forfeited to the State of Minnesota for
non-payment of real estate property taxes; and
WHEREAS, with the exception of the parcel described under PID
No. 25-117-22~13-0074, the city has determined that the
parcels described would be of no benef it to.. the. city;
and
~ WHEREAS, the parcels have been determined to be non-conservation
land as provided for in Minnesota Statutes 282.01, and
. WHEREAS, the parcels comply with the provisions of Minnesota
Statutes 85.012, 92~461, 282~01, Subd~ 8, 282.018,
Subd.1, and 282.018,.Subd. 2 and other statutes that
require the withholding of tax forfeited land from
sale; and
WHEREAS, the City has determined that it may be beneficial ~o
acquire the parcel described under PID No. 25-117-22-
13-0074 for development purposes; and
WHEREAS, the City would like the opportunity to evaluate the
site prior to making the decision to acquire; and

WHEREAS, the City shall be granted up to one year to evaluate
the site during the time the property is withheld from
public sale.
NOW THEREFORE BE IT RESOLVED, by. the City council of the city of
Hopkins: .
That the City hereby requests that the parcel described
underPIDNo. 25-117-22-13-0074 be withheld from public
- sale for a period of up to one year so that it may be
further evaluated.for development purposes.
