Staff recommends the following motion: Move that Council accept / the feasibility reoort as ordered on Aoril 6, 1993 and that Resolution 93-35, Resolution Orderinq a Public Rearinq on Mav 19,1993 be adooted. Overview. The City Council at its regular April 6, 1993 meeting received from staff a request to undertake a feasibility report concerning sidewalk construction along 2nd Street N.E. from T.R. 169 to Blake Road. This street has been identified as one where off.-street pedestrian usage mandates an improved walkway. Council authorized staff to carry out the study. In advance of preparing a study, staff invited property owners along the 2nd Street N.E. corridor from T.H. 169 to Blake Road to an information meeting. Three of the seven affected owners were ,. present to hear staff describe in a preliminary way a sidewalk project and estimated costs. A formal study has been completed and is attached. Primary Issues to Consider. . Should the Council accept the feasibility report? Staff feels it has prepared a complete report and recommends its acceptance.' , . Should Council order a public hearing? Staff is confident the public is aware of the preliminary scope and cost .of the proposed project and now is the time for formal discussion. City of Hopkins Hennepin County, Minnesota Resolution No. 93-35 Resolution Ordering a Public Hearing WHEREAS, the city engineer for the City of Hopkins has been authorized and directed to prepare a report with reference to the construction of concrete sidewalk along 2nd Street N.E. from T.H. 169 to Blake Road, and WHEREAS, the city engineer has prepared the aforesaid report for the ,improvements herein described, NOW THEREFORE, BE IT RESOLVED, by the city Council of Hopkins, Minnesota: 1. The Council will consider the aforesaid improvements in accordance with the report and the assessment of abutting and non-abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement of $68,192. . 2. A pUblic hearing will be held in the Council Chambers of the City Hall at 1010 1st Street South on Monday, the 17th day of May, 1993 at 7:30 P.M. Genellie, city Clerk . i: .. ~ FEASIBILITY REPORT 4It, SIDEWALK INSTALLATION · SECOND STREET NORTHEAST CITY PROJECT NO. 92-10 APRIL 15, 1993 Introduction The 1993-97 capital Improvement Plan (C.I.P.) includes the installation of sidewalk along certain portions of 2nd Street NE during 1993. Sidewalk was determined to be necessary along this street due to the high amount of pedestrian traffic in this area. The city council briefly reviewed this project last year during their review of the C.I.P., and subsequently authorized staff to begin the initial analysis of this project upon their adoption of the C.I.P.. Backaround This street presently does not have any sidewalk except on a small section that has a small bituminous path adj acent to the curbing. Pedestrians are currently walking in the grass boulevards along this street, and have worn a path due to the high amount of use. The paths are not safe to walk on due to the hazards, and are also not shoveled in the winter, forcing pedestrians to walk on the street. ~ Proposed Desian The sidewalk project provides for the construction of a 6' wide concrete sidewalk on the north side of this street from Blake Road to Mainstreet. It also calls for the construction of a 6' wide concrete sidewalk on the south side of the street from Blake Road to Tyler Avenue. There will, however, be one section of this sidewalk that will be constructed with an 8' bituminous path between TH 169 and 1st Street North to accommodate a future bike/hike trail. In almost all cases the sidewalk will be constructed immediately behind the curbing to help facilitate snow removal. Proposed Funding It is proposed that the concrete sidewalk be assessed in accordance with city policy, 100% against abutting property owners. A summary of the estimated costs and assessments are provided below, and also attached.
