The 1993 CIP identifies 2nd Avenue South and. the parking lot between
Katherine Curren School and the Public Works Facility as prime
candidates for bituminous overlay projects. Staff has prepared plans
and specifications for a project to encompass such an overlay need and
presents them to Council for approval.
primary Issues to Consider.
. 0 Why is there a need to do an overlay?
The street has been identified in the city's IMS street study as
a roadway with a marginal pavement condition index number. The
parking lot is showing signs of deterioration and distress
(cracks and potholes). A 2-inch overlay on the parking lot and a
similar program in conjunction with a milling operation on the
roadway at 2nd Avenue South would rehabilitate both facilities
and forestall complete reconstruction; a more costly procedure.
o What are the costs and source of funding?
The parking lot overlay is estimated to cost $15,000. The 2nd
Avenue South project is estimated to cost $54,000. Funding would
be through the City's GO bonds.

Recommendation

RESOLUTION APPROVING PLANS AND AUTHORIZING BIDS
PROJECT 93-06: BITUMINOUS OVERLAY 2ND AVENUE SOUTH
AND KATHERINE CURREN PARKING LOT
WHEREAS, bituminous overlay projects ahve been identified in the city's
1993 CIP and more specifically outline overlay projects for 2nd
Avenue South from 5th Street South to 7th Street South and the
parking lot between Katherine Curren School and the City'S public
works facility, and
WHEREAS, staff has prepared plans and specifications for a project of such
scope and such plans have been presented to Council for approval,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins,
Minnesota:
1. Such improvement is hereby ordered as proposed by the city
Engineer and presented to the Council on April 20, 1993.
2. Bid plans and specifications, a copy of. which are attached
hereto and made.. a part hereof, are hereby approved and
ordered on file in the office of the City Clerk.
. 3. The City Clerk shall prepare and cause to be inserted in the
official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement
under such approved plans and specifications. The
advertisement shall be published twice, shall specify the
work to be done, shall state that bids will be received by
the clerk until 10:00 a.m., on the 20th day of May, 1993 at
the city Hall and that no bids shall be considered unless
sealed and filed with the clerk.
4. The Clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read aloud
bids :received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the
bids, and the award of a contract at the regular city
Council meeting of June 1, 1993, in the Council Chambers.
ADOPTED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA, this 20th
day of April, 1993.
