FROM: Lee Gustafson, Public Works Director SUBJECT: Nine Mile Creek Improvements On Wednesday, September 16, the Mayor, Public Works Director and Pete Carlson of RCM, appeared before the Nine Mile Creek Watershed Board of Managers. The purpose of this appearance & was to discuss flooding problems that the ci ty of Hopkins was experiencing. The flooding problems mentioned were the areas near 13th Avenue South and County Road 3 (Dennis Roof property), and also the Thermotech areas south of 5th street South. The area of 11th Avenue South near the creek was 'also discussed due to the importance of this road and how it ._ sometimes floods during storms in excess of 100 year frequencies. The Board was given a brlef history of these problems and given the attached letter, petition, and action plan detailing how the ci ty of Hopkins would like to address these problems. The Board subsequently approved th~ first phase of these improvements consisting of replacing the culvert under the Hennepin county Regional Rail Authority right-of-way, and constructing the ponds west of Thermotech. As we are all aware, the Watershed District is presently revising their water management plan to address new legislation that has been adopted over the last five years. They are also making revisions to the plan to include any improvements that may be needed throughout the watershed. Improvements that have been identified in the plan are generally eligible for 100% funding by the Watershed District. The Watershed District has recently started to gather information on potential improvements for their plan update. They have recently requested ci~ies within the district to submit projects to them by February 17 that cities would like to see included in the plan. Staff would like to take advantage of this potential funding source, and submit flood . improvement projects to the Watershed District. . . For these reasons staff would like to discuss with the Council the various scenarios that could be submitted to the Watershed District. The scenarios are listed on the following pages and include structure improvments at the Soo Line Railroad, 11th Avenue South and 7th street South. ,The scenario, or flood protection level that is determined to be the best situation for Hopkins would be put into a resolution format for council adoption on February 16. The resolution would then be presented to the Watershed District the following night, February 17. FLOOD PROFILE ALTERNATIVES . Alternative "A" proiect Cost: $508.816 0 Lowers flood elevation' in the Thermotech area north of the Soo Line culvert, from 899.3 to 898. 0 Helps Thermotech, but is not the ideal solution. Thermotech's first floor elevation of the existing building is 898.37. A new addition would have to be built at 899, one foot above the 100 year flood elevation. Thermotech would like to build the addition at the same elevation as the existing building. 0 Relieves flooding of other properties but not to a significant degree. 0 5th street South would still have 3 feet of water on it during a 100 year storm. ~ 0 Watershed Distract may prefer this alternative due to its low cost. 0 Thermotech's cost to upgrade their culvert is $231,680. . Alternative "B" Project cost: $588.722 0 Lowers flood elevation in the Thermotech area from 899.3 to 896. 0 Good alternative for Thermotech's proposed future expansion conc~rns. 0 Good alternative for reducing flooding in other areas. 0 Watershed could probably be convinced that this alternative is better than Alternative "A". 0 Thermotechs cost for upgrading their culvert is $247,522. Alternative "c" project cost: $664.100 0 Lowers the flood elevation in the Thermotech area from 899.3 to 893. 0 Best alternative for reducing flooding along Nine Mile Creek and on major roads. 0 Alot of additional flood protection for very little cost . compared to Alternate "B". , . c-~ )II i 0 Watershed District may not like us eliminating properties \ from being flooded and ultimately loosing up~tream storage. '. 0 Watershed District may also not participate in the additional cost between Alternate liB" and "C"resultinq in the city absorbing this cost. 0 Thermotech cost to upgrade their culvert is $397,312. ., The Thermotech cost identified in each alternative is to replace the structure that they installed years ago to enable them to cross the creek between their various buildings. The architect presently working with Thermotech has indicated that they may only need a simple bridge for their fork lift traffic thereby eliminating the need to replace the structure. RECOMMENDATION Staff's recommendation is to have the flood elevation in the Thermotech area at or below 895. This elevation would provide a few more benefits than the 896 which is listed in Alternative "B". However, to lower the elevation from 895 to 893 costs very little for the amount of flood protection received. Staff therefore would like to pursue lowering the flood elevation in this area to 893 as outlined in Alternative "C". . .. .-.<' . ESTABLISH A LOWER 100 YEAR FLOOD PLAIN ELEVATION ON NINE MILE CREEK, NORTH OF THE SOO LINE RAILROAD TRACKS WHEREAS, the City of Hopkins has experienced flooding problems along Nine Mile Creek .that have resulted in property damage, .and WHEREAS, the city would like to construct improvements at various locations along Nine Mile Creek to lower the 100 year flood plain elevation in these flood prone areas, and WHEREAS, the city has identified the structures at the Hennepin County Regional Rail Authority crossing, Soo Line crossing, 11th Avenue South crossing, and the 7th Street South crossing, as needing improvements to lower the flood plain, and WHEREAS, the structure at the Hennepin County Regional Rail Authority crossing has already been replaced by the city solving an immediate problem, and WHEREAS, the city has determined that the flood plain elevation north of the Soo Line crossing must be lowered to at least 895 to reduce 4It the flood potential of property and streets in this area, and 'WHEREAS, the city strongly recommends that the flood plain be lowered further to 893 instead of 895 in this area due to the great amount of additional flood protection received for a minimal amount of money. NOW THEREFORE BE IT RESOLVED, that the City council of the City of Hopkins hereby petitions that the Nine Mile Creek Board of Managers to allow the city to construct the aforementioned improvements in accordance with State Statutes governing Watershed District improvements. BE IT FURTHER RESOLVED, that the City council of the City of Hopkins hereby authorizes the Mayor .to sign the petition to the Nine Mile Creek Watershed District, included as Attachment A" and directs staff to present said petition to the Watershed District Board of Managers on April 21. PETITION OF THE CITY OF HOPKINS FOR CONSTRUCTION OF THE NINE-MILE CREEK CULVERT IMPROVEMENTS 1. Authoritv. This petition for the Nine-Mile Creek Culvert Inrprovements is submi tted by the ci ty (or "Peti tioner")' in accordance with the provision of Minnesota Statutes section 1030.701, Section 1030.605 and section 1030.905. The project affects land mainly within the city of Hopkins, and also within the cities of Minnetonka and Edina. The project will benefit the owners of land abutting the area proposed to be improved. 2. Description of the Project Area. The location of the project area is shown on the enclosed maps. It includes the Nine-Mile Creek culvert crossings at the Soo Line Railroad, 11th' Avenue and 7th street. Also shown on the maps are areas indicated for excavating to compensate for additional required storage, and for di tch cleaning to remove sediment and improve low flow conditions. .' 3 . Purpose. The primary goal of the Nine-Mile Creek improvements is to reduce property damage due to flooding of Nine-Mile Creek. This goal can be accomplished by increasing the flow capacity of the creek near the headwaters and providing additional flood storage capacity downstream at the southwest corner of Hopkins. The project will maintain existing 100 year flood elevations downstream of the improvements and existing discharge rates to the city of Edina. The purpose of the proposed ditch cleaning is to remove sediment which has accumulated in the waterway thereby improving low flow conditions. The proposed areas in which the 100 year flood plain will be lowered are shown on the enclosed maps. .' ,4~.. General Description of Work Proposed. The flow capacity of Nine- Mile is proposed to b,e increased by improving three culvert crossings. The proposed culverts are shown at the Soo Line Railroad, 11th Avenue and 7th Street on Figure 1. On Figure 2 areas are shaded which could potentially be excavated and relandscaped to provide additional flood storage. Also shown on Figure 2 are the ditches proposed to be cleaned. ,,'e' ,'.' 5. Needs and Necessi tv. The urbanization of this portion of the District has occurred without improving runoff control structures to accommodate the increased runoff due to urbanization. As a result property flooding has occurred in several areas during heavy rains. The protection of these properties requires prompt . initiation and completion of, the Nine-Mile Creek improvements. .. Attachment A to Res. No. 93-31 ..P(ige 2 6. Public Heal th. Convenience and Welfare. The completion of the ..~, project will enhance the value of the property adjacent to the ~ Nine-Mile Creek improvements. The project will .provide increased flood protection to the properties between 5th street South and Ninth Avenue South without increasing the flood potential downstream of Ninth Avenue. The proposed project will maintain water quality in the streams and water courses as well as protect the existing wildlife habitat. The city Council on the basis of staff and consultant reports has determined that the proposed proj ect will be conducive to the public health convenience and welfare. 7. Abuttinq Landowners. The existence of this project has been acknowledged by the abutting landowners that have developed their property as a benefit to their property. The City will continue to seek to acquire easements and floodplain dedication or conveyance from all future developments adjacent to this floodplain. 8. Financing. The basic water management features of this project are a first priority projeot of the Watershed District eligible for 100% financing, and are of common benefit to the entire District. The Petitioner City of Hopkins requests that the basic water management cost of the proj ect be financed in the manner provided by Minnesota Statutes 1030.905. The Petitioner requests the Watershed District to provide funds for other segments of the proj ect in accordance wi th existing policy.
