This action will continue an assessable project on the 2nd street
N.E. corridor between T.H. 169 and Blake Road. Plans and
specifications will be developed and bids solicited for
construction in August 1993.
Overview.
Council at its regular April 20 meeting considered a feasibility
study concerning the construction of the above-referenced
sidewalk and ordered a public hearing for May 17. Notices were
sent to all affected property owners. A public information
meeting was conducted with adjacent property owners on March 25
for discussion of all improvement issues, estimated costs, and
assessment policies.

.' Analvsis.
· What are the needs for sidewalk construction?
Although the 2nd street N.E. corridor has benefit of only a
small section of bituminous path, there is a high volume of
pedestrian traffic currently walking in the grass boulevards.
The volume of traffic is evidenced by worn paths, paths not
safe due to hazards, and paths not shoveled in the winter and
thus forcing pedestrians onto the street.
The feasibility report suggests a 6-foot concrete walk on the
north side of the corridor from T.H. 169 to Blake Road and on
the south side from Tyler Ave. to Blake Road.
Sidewalk/bituminous trail would also be installed along
Washington Avenue from Mainstreet to 2nd Street N.E.
Construction is proposed immediately behind the curb to
facilitate snow removal by City plows. The width of the
walkway is still under scrutiny, especially between T.H. 169
and Tyler Avenue due to NSP and U.S. West constraints.
· What are the estimated costs of an improvement?
The estimated front foot assessment for this project is
approximately $15. Staff proposes that assessments be in
accordance with City policy, 100% against abutting property.
The additional cost of a small storm sewer lead will be borne
by the storm sewer utility. The cost is approximately $1800.

Considering the abundantly demonstrated need for an improved
walkway, staff recommends adoption of the resolution ordering
plans and specifications.

WHEREAS, the city Council of the City of Hopkins, Hennepin
county, Minnesota, deems it necessary and expedient that the
improvement hereinafter described be made,
NOW, THEREFORE, notice is hereby given that the City Council will
hold a public hearing on said improvement at the following
time and place within the said City.

The general nature of the improvement is the construction of a 6
foot concrete sidewalk, city Project 92-10, in the following

THE TOTAL ESTIMATED COST OF SAID IMPROVEMENT IS $68,192.
It is proposed to assess every lot, piece or parcel of land
benefitted by said improvement whether abutting thereon or not,
based upon benefits received without regard to cash valuation.
Persons desiring to be heard with reference to the proposed
improvement should be present at this hearing.
This Council proposes to proceed under the authority granted by
Chapter 429 MSA.

SIDEWALK INSTALLATION
SECOND STREET NORTHEAST
CITY PROJECT NO. 92-10

Introduction
The 1993-97 Capital Improvement Plan (C.I.P.) includes the
installation of sidewalk along certain portions of 2nd Street NE
during 1993. Sidewalk was determined to be necessary along this
street due to the high amount of pedestrian traffic in this area. The
City council briefly reviewed this project last year during their
review of the C.I.P., and subsequently authorized staff to begin the
initial analysis of this project upon their adoption of the C.I.P..
Background
This street presently does not have any sidewalk except on a small
section that has a small bi tuminous path adj acent to the curbing.
Pedestrians are currently walking in the grass boulevards along this
street, and have worn a path due to the high amount of use. The paths
are not safe to walk on due to the hazards, and are also not shoveled
in the winter, forcing pedestrians to walk on the street.
Pro~osed Desiqn
The sidewalk project provides for the construction of a 6' wide
concrete sidewalk on the north side of this street from Blake Road to
Mainstreet. It also calls for the construction of a 6' wide concrete
sidewalk on the south side of the street from Blake Road to Tyler
Avenue. There will, however, be one section of this sidewalk that
will be constructed with an 8' bituminous path between TH 169 and 1st
Street North to accommodate a future bike/hike trail. In almost all
cases the sidewalk will be constructed immediately behind the curbing
to help facilitate snow removal.
Proposed Funding
It is proposed that the concrete sidewalk be assessed in accordance
with city policy, 100% against abutting property owners. A summary of
the estimated costs and assessments are provided below, and also
attached. Assessments per lot are also shown on an attachment.

RESOLUTION NO: 93-43
RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING
WHEREAS, a resolution of the city Council adopted the 20th day of
April, 1993, fixed a date for a Council hearing on the
proposed improvement of concrete sidewalk along 2nd Street
N.E. from T.H. 169 to Blake Road, and
WHEREAS, the Council deems it appropriate and expedient to
install such a concrete sidewalk, and
WHEREAS, ten days mailed notice and two weeks published notice of
the hearing was given, and the hearing was held thereon on
the seventeenth day of May, 1993, at which all persons
desiring to be heard were given an opportunity to be heard
thereon,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1. Such improvement is hereby ordered as proposed in the
Council resolution adopted the 20th day of April, 1993.
2. The City Engineer is herepy designated as the engineer
for this improvement and shall prepare plans and
specifications for the making of such improvement.
Adopted by the City Council of the City of Hopkins this 17th day
of May, 1993.
