Overview. council at its regular April 6 meeting considered a feasibility study concerning the reconstruction of the above-referenced alley and ordered a public hearing for May 17. Notices were sent to all affected property owners. The alley in its current status is considered unimproved. Its surface consists of 1 - 1 1/2" of bituminous in deteriorated condition, edges are bermed in some places to prevent runoff onto private property, and the general grade has poor drainage characteristics. The roadway requires an elevated maintenance program. · What are estimated costs of an improvement? Reconstruction with concrete pavement is estimated at approximately $31,000. Most lots on this alley are 50 feet in width. Since there are a number of lots with substantially more footage staff recommends a maximum of 75 front feet for assessment purposes. This policy translates into an average assessment of $1,025 per lot to a maximum of $1,537. Assessments will be based on the City's policy of 80% project cost to be funded by the residents, 20% will be funded by the city. The additional cost of refurbishing the alley storm sewer will be borne by the storm sewer utility. This cost is estimated at $1,200. . Should the Council order an improvement? . The attached resident's letter best illustrates the sentiments for this improvement project. Staff encountered mostly positive reaction to this project at the neighborhood information meeting. The 1993 plan identified two alleys that staff determined were necessary to upgrade with concrete paving due to the high maintenance and drainage problems , associated with them. The City Council reviewed these proposed alley paving projects during their review of the C.l.P., and subsequently authorized staff to begin the initial analysis of these projects upon their adoption of the C.I.P. Backqround The alley bounded by 12th Ave N/13th Ave N/3RD st N/600' south is presently considered an unimproved alley. Its surface consists of a 1" - 1.5" asphalt layer that has poor drainage characteristics. The combination of the thin asphalt layer and the poor drainage patterns have resulted in this alley developing many potholes over the years . '. thereby substantially increasing maintenance and other associated , problems. Proposed Desiqn The proposed alley improvement project provides for the construction of a concrete pavement surface 12 feet wide and six inches thick in accordance with the city of Hopkins' improvement policy. New alley aprons will also be constructed on 3rd st N and on 12th Ave N to better match existing grades on these streets. Driveway aprons will be paved between the new alley surface and the paved driveways with similar material as the top surface of the driveway. Gravel will be placed in driveway openings in all situations other than matching concrete or asphalt driveways. There will be no sod restoration on this project. Black dirt and seed will be placed in all disturbed turf areas alo~g the alley. The pavement will include a "V" design, slightly depressed in the middle, to channel water towards the middle of the alley instead of towards adj acent properties. It is also proposed that the pavement grades be established to direct the drainage to an existing storm sewer catch basin located on the south end of the alley. ---~---------- -~------- - ~ ~~~ ~ -~~- " .. .. ,'" Feasibility Report: Project No. 92-11B Page 2 Pror>osed Funding It is proposed that the concrete pavement portion of the project be assessed in accordance with city policy, 80% against abutting benefitted properties and 20% against the City of Hopkins. It is further proposed that the storm sewer portion of the project be paid entirely from the storm sewer utility fund, and also the 20% assessment against the City of Hopkins. It has been determined that the fairest method to assess this project is on a lineal footage basis. It has been further determined that the maximum lineal footage assessment will be based on 75 lineal feet due to the odd shape of a few parcels. A maximum assessment was chosen in this situation as a means to determine actual benefit of the project. A summary of the estimated costs and assessments are provided below. Assessments per lot are shown on the attached site plan. With the meeting focusing on the alley for the 200 block between 12th and 13th Avenues, you were able to address our concerns as neighbors and still treat us on an individual basis. We fully support the proposed concrete alley, and are now even more aware of the deterioration of the existing alley. Large potholes are developing and I hope that you plan to do some patching to get us through to August. With the proposed alley improvements, we wish to consider improving our driveway at the same time. "~, CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 93-44 RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING WHEREAS, a resolution of the City Council adopted the 6th day of April, 1993, fixed a date for a Council hearing on the proposed improvement of an alley in the 200 Block between 12th and 13th Avenues North, and WHEREAS, the Council deems it appropriate and expedient to reconstruct the alley with concrete pavement, and WHEREAS, ten days mailed notice and two weeks published notice of the hearing was given, and the hearing was held thereon on the seventeenth day of May, 1993, at which all persons desiring to be heard were given an opportunity to be heard thereon, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1. Such improvement is hereby ordered as proposed in the Council resolution adopted the sixth day of April, 1993. 2.
