Resolution Declaring Vacancy on the City Council and Appointment Process Discussion; Domeier CITY OF HOPKINS City Council Report 2024-096 To: Honorable Mayor and Council Members Mike Mornson, City Manager From: Amy Domeier, City Clerk Date: August 5, 2024 Subject: Resolution Declaring a Vacancy on the Hopkins City Council _____________________________________________________________________ RECOMMENDED ACTION MOTION TO Approve Resolution 2024-049 Declaring a Vacancy on the Hopkins City Council. OVERVIEW Council Member Gerard Balan resigned from the City Council effective August 4, 2024, creating a vacancy on the City Council. The Hopkins City Charter requires the City Council shall by resolution declare a vacancy to exist and shall appoint an eligible person to fill the vacancy. Because there are less than two years remaining in the Council Member seat’s term, a special election is not required. The City Council should consider its options for filling the vacancy. The City Council can vote to appoint a resident to fill the vacancy with a simple majority vote. The new member could be appointed as soon as August 20. Another option would be for the City Council to publicize the vacancy, accept and review applications which may include interviews and appoint a new member with a simple majority vote. The process to publicize the vacancy may take up to 6 to 8 weeks to complete depending upon criteria established by the City Council. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins hereby declares a vacancy on the City Council.
