2ND AVENUE SOUTH , KATHERINE CURREN PARKING LOT
ProDosed Action.
Staff recommends the following motion: Move that Council aoorove
revised olans and specifications as they concern a bituminous overlay
oroiect for 2nd Avenue South and Katherine Curren parkina Lot and
adoot Resolution 93-45 re-authorizing bids to be taken.
Overview.
Council at its April 20 meeting approved plans for two bituminous
overlay projects. Estimated costs at the time were within the
established budget. Staff reviewed the 2nd Avenue South proposal and
determined that the scope of upgrading needed to expand. Staff
decided to approach Council with the revised plans and to seek
authorization for additional funding. There are no plan or cost
revisions concerning the Katherine Curren Parking Lot.

. Analvsis.
o What are the revisions?
staff reviewed the overlay plans for 2nd Avenue South and with
recommendations from an engineering firm and a private contractor
began to make substantial revisions in scope of work. Milling of
the roadway was increased twofold in depth and in area to
maximize the life of the overlay improvement and the roadway
itself. Therefore milling, leveling course and wear course
quantities were nearly doubled. Approximately 300 feet of the
pavement was identified for full removal in order to scarify and
re-compact base materials.
o What is the additional cost and how can it be funded?
The original estimate for construction was well below the budget
of $54,000 as detailed in the current CIP. The expanded scope of
work needed raises the project cost to almost $85,000. Funding
would be through PIR as originally planned. Al though there is
little slack in the PIR currently because of the anticipated
City-wide level of construction, the finance director feels there
should be adequate funds to cover the additional expense.
The estimated costs for the parking lot still remain on budget.

o Staff Recommendation.
Although there is considerable extra cost with the revised plan,
staff recommends its approval so that construction can be done
this season. An option is to wait and rebudget this improvement.
However, there is a real danger the roadway will deteriorate even
more and construction costs could go even higher in 1994. In
addition the Katherine Curren parking lot' conditions are
critical. An overlay there is a must in 1993.

RESOLUTION NO. 93-45
RESOLUTION APPROVING REVISED PLANS AND RE-AUTHORIZING BIDS
PROJECT 93-06: BITUMINOUS OVERLAY 2ND AVENUE SOUTH
AND KATHERINE CURREN PARKING LOT
WHEREAS, bituminous overlay projects have been identified in the
City's 1993 CIP and more specifically outline overlay
projects for 2nd Avenue South from 5th Street South to 7th
Street South and the parking lot between Katherine Curren
School and the city's public works facility, and
WHEREAS, staff prepared plans and specifications for a project of such
scope and such plans were' presented to Council for approval
and approval was granted at the April 20 Council meeting,
and
WHEREAS, staff has deemed it necessary to revise the plans and
specifications and such revised plans have been presented to
Council for approval,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hopkins, Minnesota:
1- Such revised improvement is hereby ordered as proposed
by the city Engineer and presented to the Council on
May 17, 1993.
2. Bid plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered on file in the office of the City
Clerk.
3. The city Clerk shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin
an advertisement for bids upon the making of such
improvement under such approved plans and
specifications. The advertisement shall be published
twice, shall specify the work to be done, shall state
that bids will be received by the clerk until 10:00
a.m. , on the 17th day of June, 1993 at the ci ty Hall
and that no bids shall be considered unless sealed and
filed with the clerk.
4. The Clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read
aloud bids received at the time and place herein noted,
and to tabulate the bids received at the time and place
herein noted, and to tabulate the bids received. The
Council will consider the bids, and the award of a
contract at the regular city Council meeting of July 6,
1993, in the Council Chambers.
