The strategic Plan for Economic Development, under the issue of "Neighborhoods", outlines a goal whereby the city should "Foster communication and cooperation between the City, neighborhoods, schools and the business community". To assist in accomplishing this goal, an action step was outlined in the plan which suggested that the City "Develop a neighborhood outreach program and establish a Neighborhood Advisory Board (NAB) made up of representatives from every Neighborhood Association". It was envisioned that this action step would serve as a means to improve communication between the City and neighborhoods and provide a forum whereby issues and concerns could be identified and discussed. It was also envisioned that the Neighborhood Advisory Board would communicate with the business community and School District. e In addition to meeting therecommend.at~'o ns contained i.n th. e strategic . Plan, the formation of a Neighborhood Advisory Board provides an example of the city's use of the philosophy of "community oriented government" whereby the' city works in partnership wi th its constituents to solve problems, deal with issues and provide the level of services which our citizens desire. In order to provide the Council and anticipated members of the Neighborhood Advisory Board with a sense as to .the purpose of the NAB, a draft Mission statement has been established. This draft Mission statement reads as follows: "To provide for stability and growth .of neighborhoods in Hopkins by: 0 Developing a partnership that fosters two way communication. 0 Recognizing the diversity of our neighborhoods while working towards the betterment of the entire community - both physical and non-physicaL" 0 What are the initial goals for establishing the Neighborhood e Advisory Board? What follows is a list of possible goals for. establishing a NeighborhoOd Advisory Board: 0 strong, well maintained neighborhoods 0 Communication with others 0 Increase volunteer participation 0 Provide feed .back on City activities and services/programs 0 Promote neighborhoOd pride, leading to a sense of community 0 Promote organization of neighborhoods and community participation 0 Create relationships 0 Allow for neighborhood involvement and service delivery 0 Identify concerns within neighborhoods 0 What would be the structure of a Neighborhood Advisory Board? ~ Although in the formative stages, it is anticipated that the ~ structure of the Neighborhood Advisory Board would include the following representatives: . 0 Presidents or alternates from organized neighborhoods . CR: 93-23 - Page 3 0 Recruited representatives from unorganized neighborhoods. This may involve actually promoting the establishment of new neighborhood associations 0 Representatives from the mUlti-family sector of our residential community 0 Liaisons to NAB. It is anticipated that representatives from the Hopkins business community, School District and City Council will serve as liaisons to the NAB. In addition, city staff will provide assistance with various administrative tasks. It is expected the NAB will serve as an advisory group to the City council on various issues of community and neighborhood interest. 0 What is the timetable.for establishing the Neighborhood Advisory Board? - February 16, 1993 - Approval by City Council of formation of e Neighborhood Advisory Board - February 17, 1993 - Mail letter to participants in Neighborhood Advisory Board introducing the idea and requesting their participation. This letter would be followed with a phone call confirming tpeir participation. - Late February/early March - Send final letter thanking them for their participation and providing an agenda for their first meeting. - March 23, 1993 - First meeting of Neighborhood Advisory Board, perhaps at the new Family Resource Center in downtown Hopkins. It is expected at this first meeting discussions will take place regarding organizational matters including the structure of the group, its mission, frequency of meetings, etc. In addition, it is anticipated that a survey will be given to the members of the Board asking that they provide information which allows for them to outline specific issues or problems which they would like to see addressed in the future. . i CR: 93-23 - Page 4 Alternatives 0 Approve the actions recommended by staff. 0 Approve the action as recommended by staff but suggest possible changes to the structure, mission, or goals of the Neighborhood Advisory Board. 0 Do not approve staff's recommendation. 0 Continue matter for further information. e ~ ~ . 'l - CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO: 93-13 RESOLUTION APPROVING THE ESTABLISHMENT OF A NEIGHBORHOOD ADVISORY BOARD WHEREAS, the City of Hopkins strategic Plan for Economic Development contains a goal whereby the city should foster communication and cooperation between the City, neighborhoods, schools and the business community; and WHEREAS, the strategic Plan for Economic Development suggests that the city should develop a neighborhood outreach program and establish a Neighborhood Advisory Board made up of representatives from every. Neighborhood Association; and WHEREAS, the establishment of a Neighborhood Advisory Board will e accomplish a number of goals including assuring high quality communications, identification of concerns and issues, volunteer participation, and strong and well maintained neighborhoods; and WHEREAS, the establishment of a Neighborhood Advisory Board will provide an example of the city's use of the philosophy of "community oriented government" whereby the city works in partnership with its constituents to solve problems, deal with issues, and provide the level of services which our citizens desire; and WHEREAS, membership on the Neighborhood Advisory Board would include presidents or alternates from organized neighborhood associations, recruited representatives from unorganized neighborhoods, representatives from the multi family sector of Hopkins, as well as liaisons to the advisory board representing the Hopkins business community, school district and City Council. EXCERPT FROM STRATEGIC PLAN \ - NEIGHBORHOODS 0 Goal No. 1 - To assure strong and well maintained neighborhoods in order to foster an overall positive economic development climate in Hopkins. The stability and growth of local neighborhoods is key to the success of any economic development efforts of a city. Neighborhoods provide employees for existing and potential businesses, a market for the retail sector, and also create an image of the community which is a reflection upon the local businesses. Neighborhoods are also a reflection upon a community's social and economic standards of living, and over all quality of life, which in turn impacts 'economic growth. suggested action steps: 1. Examine properties which are currently zoned and guided for mUlti-family housing. Determine if changes need to be made based on: - Need for single family, owner occupied housingvs multi-family, non owner occupied housing - Current housing market 4t - Land use issues - Goals and objectives of strategic Plan 2. Examine appropriateness of zoning standards as related to rehabilitation/improvement of existing non-conforming uses. 3. Facilitate development which will help to meet "special housing needs," i.e. 'senior, handicapped, 3 bedroom family, and luxury housing needs, and establish a high priority to maintain owner occupied housing. 4. Examine and improve, as necessary, present guidelines for buffer areas between new commercial development projects and residential properties. 5. Maintain and improve public infrastructure in neighborhoods. 6. Examine and improve housing maintenance codes and aggressively enforce these codes. 7. Monitor effectiveness of "Truth in Housing" ordinance to insure it is helping to maintain and upgrade residential housing stock. ' 8. EXCERPT FROM STRATEGI C PLAN The City will be undertaking a renewed effort as part of this strategic Plan to further its communication efforts among and between neighborhood residents and the business community. It is imperative to the success of economic development and related activities, that a . forum be provided to allow for the free flow of information between these groups. This information will result in a greater level of . cooperation between neighborhood residents, schools, the business community, and the city. This cooperation is a vital link to ,achieving positive economic development results in our community. suggested action ,steps: < ~ 1. Develop a neighborhood outreach program and establish a ~ Neighborhood Advisory Council (NAC) made up .of . representatives from every neighborhood association. -Periodic meetings between city and Neighborhood Associations to identify issues, concerns, etc. - organize meetings between Business Community and Neighborhood Asso~iations. 2. Closely examine impacts on neighborhoods when considering . changes in city services.which affect residential areas, _ i.e. snow removal, garbage service, park maintenance, code ~ enforcement, etc. 3. Maintain and improye upon communication between city and School District to develop a more cooperative effort toward achieving the goals of both public entities. 4.
