Staff reconunends adoption of the following motion: "Approve Resolution #93-14 . reauestina the Nine Mile Creek Watershed District Board of Manaqers to establish lower 100 year flood elevations for portions of Nine Mile Creek within Hopkins." Overview. At the February 9 Council Work Session, Council reviewed various alternatives for lowering the 100 year flood plain elevation north of the Soo Line tracks. See attached list of alternatives. After discussion on each of these alternatives, it was the consensus of Council and .staff that lie city should pursue lowering the 100 year flood plain elevation in this ~ea from 899.3 to at least 895, and preferably 893. Council preferred the 93 elevation due to its positive impact on this area for very little extra cost over the other alternatives. ' Analvsis if Issues. o Why should the city lower the flood plain elevation? Refer to the attached February 3, 1993 memorandum. o What improvements would be needed to lower the flood plain elevation? Refer to the attached February 3, 1993 memorandum. o How will the improvements be funded? If improvements are included in the Watershed Districts Water Management Plan, they are generally eligible for 100% funding. However, various items or alternatives may not be eligible for 100% Watershed funding, and may require city participation.
