STRATEGIC PLAN FOR ECONOMIC DEVELOPMENT
Proposed Action.
staff recommends adoption of the following motion: Move to approve
Resolution No. 93-16 which adopts the Strateaic Plan for Economic
Development as a II blueprint II to auide the Citvts economic develol;)ment
efforts over the next 2 to 5 Years.
Overview.
The process of developing a strategic Plan for Economic Development
began in the fall of 1991. This process involved the use of a
strategic Planning Task Force which, over the course of several
months, developed a draft plan. The Task Force also undertook a
public review and input process.
The city council accepted the strategic Plan in October of 1992, and
undertook a process from November to January to review the Plan in
detail and make modifications. The Plan has been modified to take
into consideration the Council's input and is now ready for adoption.
As noted above, the strategic Plan is being adopted as a "blueprint"
~._ for the establishm.ent of goals and development efforts over the next 2
. . to 5 years. Implementation of the Plan through the proposed action
'. steps will occur over time. Various elements, such as changing
circumstances, or budget and staff considerations, may cause
adjustments or development of alternative goals, or specific action
steps in pursuit .of the city's economic development initiatives.
During the upcoming staff/Council Retreat, staff will be discussing
with the city council a proposed work plan to undertake various
aspects of. the strategic Plan, and other related matters pertaining to
the implementation of the Plan.
The City council has the following alternatives regarding this matter:
o Approve staff recommendation
o Approve staff's recommendation with modification
o Do not approve staff's recommendation
o continue matter for further information

A RESOLUTION ADOPTING THE STRATEGIC PLAN FOR ECONOMIC
DEVELOPMENT FOR THE CITY OF HOPKINS.
WHEREAS, the City Council of the city of Hopkins initiated
the process of developing a Strategic Plan for
Economic Development for the City of Hopkins in
August of 1991; and
WHEREAS, .the City Council desired to undertake a strategic
planning process for the following reasons: '
o Provide a focus and direction for the City of
Hopkins.
o Provide an opportunity for the citizens of the
community of Hopkins to help shape the city's
economic development programs and policies.
o Inform the public at large of the purpose and
- direction of economic development in the City
of Hopkins.
o Establish a "proactive" approach to economic
development, rather than "reactive".
WHEREAS, a Strategic planning Task Force was formed to
assist the city Council with the development of a
Strategic Plan for Economic Development; and
WHEREAS, the strategic planning Task Force developed
a draft plan and undertook a'public input process
and submitted the strategic Plan to. the City
Council for its consideration in October of 1992;
and
WHEREAS, the city Council accepted the Strategic Plan
for Economic Development on October 20, 1992; and
WHEREAS, upon acceptance, the City council undertook the
process of reviewing and modifying the strategic
Plan as it deemed appropriate.
NOW, THEREFORE BE IT RESOLVED by the city Council of the
City of Hopkins that it hereby adopts the
strategic Plan for Economic Development as a
e "blueprint" to guide the city's economic
development efforts over the next 2 to 5 years.

- BE IT FURTHER RESOLVED, that implementation of the Plan through
the proposed action steps will occur over time. Various
factors, such as the passage of time, change in
circumstances, or budget and staff considerations, may
and likely will cause adjustments to, or the
development of new goals and action steps in pursuit
of the city's economic development initiatives.
