ORDER FEASIBILITY REPORT
ALLEY RECONSTRUCTION
ProDosed Action.
staff recommends adoption of the following motion: "Adopt Resolution No.
93-19. Orderinq Preparation of a Feasibilitv Report - Alley
Reconstruction."
This action is the first step in the process of upgrading two alleys where
the improvements were not petitioned for.
Overview.
At the February 11, 1992 council work session, Council and staff discussed
the posSibility of establishing a formal alley paving program. The
._rogram, as presented, would have scheduled 2 - 3 non-concrete alleys for
. pgrading each year. Council determined at the end of the discussion that
they did not want to pursue a formal alley paving program at that time.
They did, however agree that if the city had alleys that were a continual
maintenance problem, that staff should bring these alleys before Council
for upgrading consideration.
The 1993 CIP identifies two alleys that have been a maintenance problem in
the past, and as such, staff is proposing to upgrade them even though the
residents are not requesting the improvement. The two alleys being
considered for reconstruction are bounded by:
1) 12th Ave NO/13th Ave No/3rd st. No/6501 so.
2) 11th Ave NO/12th Ave No/1st st. No/3001 so. & 90 degree bend to 12th

0 Why order a Feasibility report?
As Council is aware, preparing a feasibility report is a mandatory
procedure that a city must comply with in the assessment process. In
this ' case, the feasibility report ' would serve to meet ' this
requirement, and it would also provide Council with detailed
information ,that they would be able to use in determining whether this
project should proceed past the feasibility report stage. The
information contained in the report will give Council 'the total
proj ect cost, a per parcel project cost, and the city's share of the
project cost. The feasibility report would be prepared by the City
Engineer.

March 2 Council orders feasibility report
March 23 Public informational meeting
April 6 Council accepts feasibility report and schedules public
hearing.
~ May 18 Public hearing and order final plans
June 15 Approve plans and order bids
August 2 Begin construction
As can be seen by this schedule, staff will be able to update Council
on April 6 as to the results of the March 23 public informational
meeting. This is also the same date that Council will ,be reviewing
the feasibility report. The staff report accompanying the feasibility
report will address both matters.

RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORTS FOR
THE 1993 ALLEY PAVING PROJECTS
WHEREAS, the two alleys bounded by; 12th Ave NO/13th Ave No/3rd
st No/ 600' south; and 11th Ave NO/12th Ave NO/1st st.
No1300' south bending-gO degrees to 12th Avenue, have
been continual maintenance problems in the past; and
WHEREAS, city staff is requesting that these alleys be upgraded
under the current assessment policy even though no
petition for the upgrade has been submitted; and
WHEREAS, the first step in the assessment procedure is the
ordering of a feasibility report.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota, that the proposed improvements be
If referred to the City Engineer for study and that he is
. instructed to report to the Council with all convenient
, speed advising the Council in a preliminary way_ as to
whether the proposed improvement is feasible and as to.
whether it should best be made as proposed or in
connection with some other improvement, and the
estimated cost of the improvement as recommended.
