APPROVAL OF
SIDEWALK/TRAIL PLAN
ProDosed Action:
Staff recommends the following motion: "Hold an informational
hearing and move to approve Resolution No. 93-22. adoptinq the
Sidewalk/Trail plan dated June 10. 1992 preQared bv Westwood
Professional Services includinq revisions bv staff dated March
16. 1992.
This action would approve the plan in the revised form and allow
staff to permanently update the plan.
Overview.
Early last year the City Council and Park Board determined that
the city should have a formal sidewalk/trail plan. WEstwood
Professional Services was subsequently hired to perform this
service, and prepared the plan that was presented to Council at
.' the February 9th Council work session. Comments from this
. meeting as well as the comments received from the Park Board and
' " Zoning and Planning Commission have been incorporated into the
plan. The last step that needs to occur in this process is
formal approval by the City Council.

0 Why adopt a Sidewalk/Trail Plan?
The main reason for establishing a plan is to identify areas
where sidewalks and trails are needed so people are aware of
this when redevelopment opportunities arise. For example,
it is very important that a plan be approved by the city
council prior to upgrading a County Road where local
participation is required. If a plan has been approved
prior to upgrading a County Road, the County will help fund
sidewalks or trails even if there were none existing. If a
plan has not been approved prior to upgrading, the County
will not participate in the funding of sidewalks and trials
if non existed prior to construction.
0 Why aren't all existing sidewalks identified on the plan?
The plan does not identify the existing sidewalks in the
central and Harley Hopkins areas. The plan recognizes that
it is nice to have these sidewalks remain in place, however,
they are not that significant that they need to be
identified as major walkways. Staff is intending to modify
.. the sidewalk repair policy to address issues related to
these sidewalks.
0 How would new sidewalks be constructed?
Staff is intending to construct new sidewalks along existing
roads when the road is upgraded, or adjacent development Or
redevelopment dictates a need for it.
0 Can the plan be changed?
As with most planning document~, this plan is to used,as a
guide for future development. It can be changed in the
future as the need arises.

RESOLUTION NO. 93-22
RESOLUTION ADOPTING SIDEWALK/TRAIL PLAN
WHEREAS, The City of Hopkins has determined that it would be in
the best interest of the city to prepare a sidewalk/trail
plan; and
WHEREAS, Westwood Professional Services has prepared such a plan
dated June 6, 1992 that includes city staff revisions dated
March 16, 1992; and
WHEREAS, the Park Board and Zoning and Planning commissions have
reviewed the plan and have recommended that the City council
adopt the plan as revised by city staff.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City
of Hopkins hereby adopts the aforesaid sidewalk/trail plan
as the official city plan.
. Adopted by the city Council of the city of Hopkins this 16th day
of March, 1993.
