PRIMARY ELECTION. The Council may provide by resolution for a primary election to be held at least 14 days prior to the general election, whenever there are more than twice as many candidates for any office as the number of persons to be elected to that office. . The latest a primary election could be held would be Tuesday, May 4. At least two weeks notice of this election must be given. The City Council would have to decide to hold a primary election no later tha-n Tuesday, April 6. Withing two days after the primary, the council must canvass (count) the votes and issue certificates of nomination to the two candidates for Mayor and four candidates for the two Councilmember seats who received the highest number of votes. The approximate cost of holding a primary election would be $5,000.
