Subject: Municipal Primary Election
The authority to require a primary election is contained in the City Charter:
Section 4,04, Subdivision 2. PRIMARY ELECTION. The Council may
provide by resolution for a primary election to be held at least 14 days
prior to the general election, whenever there are more than twice as many
candidates for any office as the number of persons to be elected to that
office.
. The latest a primary election could be held would be Tuesday, May 4. At least two
weeks notice of this election must be given. The City Council would have to decide to
hold a primary election no later tha-n Tuesday, April 6.
Withing two days after the primary, the council must canvass (count) the votes and
issue certificates of nomination to the two candidates for Mayor and four candidates for
the two Councilmember seats who received the highest number of votes.
The approximate cost of holding a primary election would be $5,000.

RESOLUTION NO. 93-
WHEREAS, the Hopkins City Charter, Section 4.04, Subd. 2 authorizes the City Council to
cause a primary election to be held, and
WHEREAS, the Hopkins City Council attests that there are more than twice as many candidates
for the office of Mayor as the number of person to be elected to that office, and
WHEREAS, the Hopkins City Council attests that there are more than twice as many candidates
forthe office of Councilmember as the number of person to be elected to that office,
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins hereby
orders a primary election to held according to the general laws of the State of Minnesota
on Tuesday, , 1993.
