~' Analvsis of Issues
o Should award be made to Berwald Roofing?
Berwald Roofing isa qualified bidder with the necessary
equipment and personnel to complete the project.
o Is the bid reason~ble?
Staff has budgeted $20,000 for this project including engineering
costs. During the preliminary site assessment of this roof it
was discovered that the base flashing was of an asbestos
containing material. The cost to remove the 310 linear feet of
asbestos base was the reason for the project coming in over the
original cost estimate. It is staff's opinion that the bid is
very competitive, and award of contract should be made. The
revised project estimate including engineering is $28,000,
assuring award of contract to the low bidder.
o How will this project be funded?
The original budget amount of $20,000 was to be funded from
current revenues as indicated in the C.I.P. It is proposed to
fund the approximate $8,000 shortfall from contingency funding.
~ 0 When can construction begin?
. Construction can begin as soon as all necessary paper work has
been completed. We have scheduled the work for early spring
because of adjacent housing units and location of the air
conditioning units on the roof that is being re~roofed. The air
condi tioning units will need to be shut down during the re-
roofing project.
