" The city Council at its regular March 2, ,1993 meeting received, from staff a request to undertake a feasibility report concerning the reconstruction of two alleys: 1) 12th/13th Ave. North between 2nd and 3rd streets No., 2) 11th/12th Ave. North between Mainstreet and 1st Street No. These alleys have been identified in the past as maintenance problems and have been listed in the 1993 CIP as in need of upgrading. Council authorized staff to do the study. In the interim, public information meetings have been held with the two neighborhoods in question to discuss all improvement . issues, estimated costs; and assessment policies. An open discussion was held in both meetings and owners had mostly positive comments about the proposals. Several residents made staff aware of, problems or features unique to their frontages that could have an impact on construction. Primary Issues to Consider. . Should the Council accept the feasibility report? Staff feels it has prepared a complete report and recommends its acceptance. Two individual reports are attached. . Should the Council order a public hearing? Subsequent to the informational meetings, staff feels the public is aware of the scope and cost of the proposed . projects and now is the time for formal public discussion. The 1993 plan identified two alleys that staff determined were necessary to upgrade with concrete paving due to the high maintenance and drainage problems associated with them. The city Council reviewed these proposed alley paving proj ects during their review of the C. I . P., and subsequently authorized staff to begin the initial analysis of these projects upon their adoption of the C.I.P. Backqround The alley bounded by 11th Ave Nj12th Ave Nj1st st Nj400' south is presently considered an unimproved alley. Its surface consists of a 1" - 1.5" asphalt layer that has poor drainage character istics . The combination of the thin asphalt layer and the poor drainage patterns have resulted in this alley developing many potholes over the years .. thereby substantially increasing maintenance and other associated problems. ( Proposed Desiqn The proposed alley improvement project provides for the construction of a concrete pavement surface 12 feet wide and six inches thick in accordance with the City of Hopkins' improvement policy . New alley aprons will also be constructed on 1st st N and on 12th Ave N to better match existing grades on these streets. Driveway aprons will be paved between the new alley surface and the paved driveways with similar material as the top surface of the driveway. Gravel will be placed in driveway openings in all situations other than matching concrete or asphalt driveways. There will be no sod restoration on this proj ect. Black dirt and seed will be placed in all disturbed turf areas along the alley. The pavement will include a "V" design, slightly depressed in the middle, to channel water towards the middle of the alley instead of towards adjacent properties. It is also proposed that the pavement grades be established to direct the drainage to an existing storm sewer catch basin located on the south end of the alley. . ~ ,. Feasibility Report: Project No. 92-11A Page 2 ~ Proposed Funding , ' It is proposed that the concrete pavement portion of the proj ect be assessed in accordance with city policy, 80% against abutting benef i tted properties and 20% against the Ci ty of Hopkins. It is further proposed that the storm sewer portion of the project be paid entirely from the storm sewer utility fund, and also the 20% assessment against the City of Hopkins. It has been determined that the fairest method to assess this project is on a per lot basis. The Hennepin County Library will be assessed for 6 lots as a direct benefit. u.s. West will be assessed for 6 lots as an indirect benefit. A summary of the estimated costs and assessments are provided below. It has been determined that the fairest method to assess this project is on a lineal footage basis. It has been further determined that the maximum lineal footage assessment will be based on 75 lineal feet due to the odd shape of a few parcels. A maximum assessment was chosen in this situation as a means to determine actual benefit of the project. A summary of the estimated costs and assessments are provided below. Assessments per lot are shown on the attached site plan. The Council will consider the aforesaid improvements in accordance with the report and the assessment of abutting and non-abutting property for ,all or a portion of the cost of the improvement of: a) Alley "A" - An alley between 11th/12th Avenues North, Mainstreet and 1st Street North at an estimated total cost of the improvement of $28,235.00. . b) Alley "B" - An alley between 12th/13th Avenues North, 2nd and 3rd Street North at an estimated total cost of the improvement of $32,151.00. Pursuant to Minnesota Statutes Chapter 429. 2. A public hearing will be held in the Council Chambers of the City Hall at 1010 1st street South on Tuesday, the 18th day of May, 1993. at 7:30 P.M. in the case of Alley "B" and 7:45 P.M. in the case of Alley "A" to consider said improvements. The city clerk shall give mailed and published notice of said hearing and improvement as required by law. 'Adopted by the City Council of the city of Hopkins, Minnesota this 6thday,of April, 1993.
