In advance of preparing a feasibility study, staff invited property owners along the 2nd Street N.E. corridor from T.H. 169 to Blake Road to an information meeting on March 25. Three of . the seven affected owners were present to hear staff describe a sidewalk project and estimated costs in a very preliminary way. A fourth owner contacted staff by phone. The four owners appeared to be positive about undertaking such a project. Primary Issues tQ Consider. · Why is a feasibility study needed? Because new construction of sidewalk woUld be an assessable project, M.S. 429 mandates the study procedure. A report helps identify the issues and provides the information needed for decisions concerning further city action. . Why investigate the 2nd street N.E. corridor?
