Staff recommends the following motion: Move that CQuncil adoot
Resolution 93-26. ResolutionOrderina preoaration of a
Feasibilitv Report - Sidewalk Construction 2nd Street N.E.
This action is the first step of providing sidewalk improvements
without the benefit of resident petition.
Overview.
council at its March 16 meeting adopted a formal city
sidewalk/Trail Planas, for one example, ameal'lS of targeting
areas where pedestrian usage mandates an off~street walkway.
Staff has identified such a prime area in need of upgrade, and
irideed a program ,for 2nd Street N ..E. from T.H.169 to Blake Road
is mentioned in the 1993 CIP.
In advance of preparing a feasibility study, staff invited
property owners along the 2nd Street N.E. corridor from T.H. 169
to Blake Road to an information meeting on March 25. Three of
. the seven affected owners were present to hear staff describe a
sidewalk project and estimated costs in a very preliminary way.
A fourth owner contacted staff by phone. The four owners
appeared to be positive about undertaking such a project.
Primary Issues tQ Consider.
· Why is a feasibility study needed?
Because new construction of sidewalk woUld be an assessable
project, M.S. 429 mandates the study procedure. A report
helps identify the issues and provides the information needed
for decisions concerning further city action.
. Why investigate the 2nd street N.E. corridor?
This street has come under considerable scrutiny from
adjacent residential neighborhoods concerned about appearance
of the roadway. The street is abutted by major commercial
concerns and residential units that are generating a great
amount of pedestrian usage without the benefit Qf having
sidewalks.

Resolution Orde'ring preparation of a Feasibility Report -
Sidewalk Construction 2nd Street N..E.
WHEREAS, heavy pedestrian usage of boulevards and street ways is
found on the 2nd Street N.E. corridor without the benefit of
sidewalks, and
WHEREAS, such roadways without sidewalks are deemed to foster
unsafe conditions and are identified for upgrading on the
City's Sidewalk/Trail Plan and in the 1993 CIP, and
WHEREAS, City staff is requesting that a sidewalk project be
undertaken under current assessment policies even though no
petition for such a project has been received from property
owners,
NOW THEREFORE BE IT RESOLVED, by the city Council of the City of
Hopkins, Minnesota, that the proposed improvements be
referred to the City Engineer for study and that he is
. instructed to report to the Council with all convenient speed
advising the council in a preliminary way as to .whether the
proposed improvement is feasible and as to whether it should
best be made as proposed or in connection with some other
improvement, and the estimated cost of the improvement as
recommended.
Adopted by the City Council of the city of Hopkins, Minnesota,
