CITY OF HOPKINS MEMORANDUM DATE: April 2, 1993 TO: Honorable Mayor and City Council FROM: ~~Jim Kerrigan, Planning & Economic Development Director SUBJECT: CONCEPT REVIEW, GROCERY STORE PROJECT ------------------------------ ' , The Zoning and Planning Commission reviewed the concept prepared by Mr. Hagen for expansion of the existing Tait's SuperValuat their regular meeting on March 30. Their comments along with the Zoning and Planning Staff Report are included for your review. The Planning Commission in their review, only considered land use/site plan issues. As detailed in the Staff Report the major . areas of concern as relates to these issues appear to be the taking of the Mainstreet buildings and the potential closing of Tenth Avenue. Concept Reviews are an optional process for an individual/firm requiring Zoning and Planning Commission approval for implementation ofa project. The purpose of this review is basically three-fold: 0 Allow the applicant to secure an initial review of their project without expending substantial dollars in preparation of plans and legal costs. 0 To receive comments and suggestions to be incorporated into the more detailed plans. 0 To secure a reading as to the leveiof support for the project. Usually concept reviews are not taken to the City Council. However, with large scale or controversial projects it has usually been the staff practice to also have the Council review the plan. As with the Zoning and Planning Commission, the Council should only address the land use/site plan issues at this time. There . has been no application submitted to date concerning the financing of this project.
