Subject: Alley Reconstruction
200 Block - 9th and 10th Avenues North
Staff requests Council to consider this memo as an additional
item on this meeting's agenda.
A resident of Block 200 approached staff late last week with a
request to make alley improvements. The resident requested
petition forms that outlined such a project as part of the City's
1993 construction schedule. Fifteen of twenty-four owners signed
. the petitions, and the forms were submitted to staff yesterday
for examination. The petitions appear to be in order.
The City is already considering two other alleys for
reconstruction this summer. These are alleys as identified in
the current CIP. It would seem appropriate that consideration of
a third alley should be in conjunction with the other two. For
that reason staff is requesting that Council consider action to
order a feasibility study as a first step towards a coordinated
effort in what would ultimately result in a three-pronged
assessable improvement.
Including a third alley in this construction season would add an
additional $6,000 to the city's participation in alley
improvements. This third alley is one targeted in the current
CIP for 1994 reconstruction. In spite of this, staff feels a
major commitment has been made by the residents in submitting a
petition and that commitment should be recognized by the city.
Staff is confident of finding the needed funds to cover the'
increased participation.
Attached for Council consideration is a resolution ordering a
feasibility study. Staff recommends adoption of the resolution.

Resolution No. 93-32
Resolution Ordering Preparation of Feasibility Report For
Alley Reconstruction - 200 Block 9th and loth Avenues North
WHEREAS, a petition for improvements was received from owners of
not less than 35 percent in frontage of real property
abutting the alley in the block bounded by' 9th and loth
Avenues North and 2nd and 3rd Streets North, and
WHEREAS, the petitions have been examined and found to be in
.proper form and to be signed by the required number of
affected property owners,
NOW THEREFORE BE IT RESOLVED, by the city Council of the City of
Hopkins, Minnesota, that the proposed improvements be
referred to the city Engineer for study and that he is
instructed to report to the council with all convenient
speed advising the Council in a preliminary way as to
whether it should best be made as proposed or in connection
with some other improvement, and the estimated cost of the
. improvement as recommended.
Adopted by the city Council of the City of Hopkins, Minnesota,
this 6th day of April, 1993.
