JULY 23, 2024
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, July 23, 2024 at 6:30 p.m. in the Council
Chambers at City Hall, 1010 1st Street South.
Chairperson Terrill called the meeting to order with Commission Members Green,
Ilstrup, Miller, Fauchald, Nur and Wright attending. Also present was City Planner
Krzos.
ADOPT AGENDA
Motion by Wright. Second by Ilstrup.
Motion Adopt Agenda as presented.
Ayes: Green, Ilstrup, Miller, Fauchald, Nur, Wright, Terrill
Nays: None. Motion carried.
COMMUNITY COMMENT
None.
CONSENT AGENDA
Motion by Ilstrup. Second by Green.
Motion Approve the Consent Agenda
1. Minutes of the June 25, 2024 Planning & Zoning Commission regular
meeting.
Ayes: Green, Ilstrup, Miller, Fauchald, Nur, Wright, Terrill
Nays: None. Motion carried.
PUBLIC HEARING
1. 2024-04 Development Code Amendment – Miscellaneous House Keeping
Matters
City Planner Krzos presented an overview of the proposed Development Code updates.
In the time since the updated Development Code was approved in 2022, staff has
monitored the code to identify areas for improvement so it can remain current and
prevent the need for substantial revisions in the future. The requested Text Amendment
is intended to provide clarity, address situations not covered, and adjust requirements to
address issues brought up by the City Council, the Planning & Zoning Commission, and
the community.
The proposed changes address adult dare care uses, entertainment uses, final plat
procedures, front porch encroachment, half-story and backyard cottage roofs, home
businesses, signage, tree replacement, twin homes, urban agriculture, and use
percentages.

Chairperson Terrill opened the public hearing. No one from the public was present to
speak.
Motion by Wright. Second by Ilstrup.
Motion Close the Public Hearing
Ayes: Green, Ilstrup, Miller, Fauchald, Nur, Wright, Terrill
Nays: None. Motion carried.
After general discussion, the Commission was in agreement and supported the
proposed changes.
Motion by Ilstrup Second by Fauchald.
Motion Approve Planning & Zoning Resolution 2024-11 Recommending the City
Council Approve an Ordinance Amending the Hopkins Development Code.
Ayes: Green, Ilstrup, Miller, Fauchald, Nur, Wright, Terrill
Nays: None. Motion carried.
The item will be considered for the first reading at the August 20 City Council meeting
with the Planning & Zoning Commission’s recommendation of approval.

ANNOUNCEMENTS
City Planner Krzos updated the Commission on past projects and upcoming agenda
items.
ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission and
upon a motion by Green, second by Ilstrup, the meeting was unanimously adjourned at
7:12 p.m.
