Staff recommends the following motion: Move that Council acceot
the feasibility reoort as ordered on Aoril 6, 1993 and that
Resolution 93-39, Resolution Orderina a Public Hearina on June
1, 1993 be adooted.
Overview.
The city council at its regular April 6 meeting received a memo
with an attached petition requesting alley reconstruction in the
200 Block between 9th and 10th Avenues North. Even though this
alley is identified as a maintenance problem and is targeted for
reconstruction in 1994, staff felt that the resident petition
demonstrated strong interest in and commitment to an assessable
project now. It also seemed appropriate to consider this alley
in conjunction with the other two under consideration, and
therefore staff requested and Council ordered a feasibility
study.
In the interim, a public information meeting will have been held
with the affected residents to discuss all improvement issues,
estimated costs, and assessment policies.
Primary Issues to Consider.
. Should the Council accept the feasibility report?
Staff feels it has prepared a complete report and recommends
its acceptance. The report is attached.
· Should the Council order a pUblic hearing?
considering the residents' interest in an improvement
project, staff recommends that Council order a public hearing
for June 1, 1993.

FEASIBILITY REPORT
CONCRETE ALLEY PAVING
9TH AVE N/10TH AVE N/2ND ST N/3RD ST NORTH
APRIL 27, 1993
Introduction
A petition was received from the residents of the 200 block between
9th and 10th Avenue North for an alley improvement. Council accepted
the petition and ordered a feasibili ty report for this proj ect on
April 20, 1993. A neighborhood informational hearing is scheduled to
be held with the residents on May 4, to gather their input and to
explain preliminary design plans.
Backqround
The alley bounded by 9th Ave N/10th Ave N/2nd st N/3rd st N is
presently considered an unimproved alley. Its surface consists of a
deteriorated 1" 1. 5" asphalt layer that has poor drainage
characteristics. The combination of the thin asphalt layer and the
poor drainage patterns have resulted in this alley developing many
potholes over the years thereby substantially increasing maintenance
and other associated problems.
. Proposed Design
The proposed alley improvement project provides for the construction
of a concrete pavement surface 12 feet wide and six inches thick in
accordance with the City of Hopkins' improvement policy. New alley
aprons will also be constructed on 2nd st N and on 3rd st N to better
match existing grades on these streets. Driveway aprons will be paved
between the new alley surface and the paved driveways with a similar
material as the top surface of the driveway. Gravel will be placed
in driveway openings in all situations other than matching concrete or
asphalt driveways. There will be no sod restoration on this project.
Black dirt and seed will be placed in all disturbed turf areas along
the alley.
The pavement will include a "V" design, slightly depressed in the
middle, to channel water towards the middle of the alley instead of
towards adjacent properties. It is also proposed that the pavement
grades be established to direct the drainage to an existing storm
sewer catch basin located approximately in the middle of the alley.
Proposed Funding
.
It is proposed that the concrete pavement portion of the project be
assessed in accordance with city policy, 80% against abutting
benefitted properties and 20% against the city of Hopkins. It is
further proposed that the city's portion of the project be paid
entirely from the storm sewer utility fund, as outlined in the city's
improvement policy.

It has been determined that the fairest method to assess this project
is on a lineal foot basis. A summary of the estimated costs and
assessments are provided below. Assessments per lot are shown on the
attached site plan.

Resolution No. 93-39
Resolution Ordering A Public Hearing
WHEREAS, the city engineer for the City of Hopkins has been
authorized and directed to prepare a report with reference
to the improvement of an alley by way of reconstruction with
concrete, and
WHEREAS, the city engineer has prepared the aforesaid report for
the improvements herein described,
NOW THEREFORE, BE IT RESOLVED, by the City Council of Hopkins,
Minnesota:
1. The Council will consider the aforesaid improvements in
accordance with the report and the assessment of
abutting and non-abutting property for all or a portion
of the cost of the improvement of the alley in the 200
Block between 9th and 10th Avenues North pursuant to
Minnesota Statutes Chapter 429. The estimated total
cost of the improvement is $29,645.
2. A public hearing will be held in the Council Chambers
of the city Hall at 1010 1st Street South on Tuesday,
the 1st day of June, 1993 at 7:45 P.M. to consider said
improvements. The city clerk shall give mailed and
published notice of said hearing and improvement as
required by law.
Adopted by the City Council of the City of Hopkins, Minnesota
this 4th day of May, 1993.
