CONDITIONAL USE PERMIT - FORTRESS MINI STORAGE
Proposed Action.
Staff recommends the following motion: Move to approve
Resolution 93-67 apt>rovinq an amendment to CUP87-28. which will
allow an addition to the existing mini-storage facility at 1144
7th Street South.
Mr. Day moved and Mr. Racek seconded a motion to approve
Resolution RZ93-14 recommending approval to amend the conditional
use permit for Fortess Mini-Storage.
Overview.
In February 1988 a conditional use permit was granted for the
construction of a mini-storage facility at 1144 7th Street South.
Attached is the Resolution which was adopted which granted the
C;U.P. for the facility. steiner Development was the owner of
the facility at that time. The facility was sold several years
ago to the applicant.
The applicant is proposing to revise the original conditional use
permi t and construct an addition to the existing mini -storage
facility at 1144 7th Street South. The proposed addition is on
the south side of the existing site. As part of the site plan
the applicant is also proposing to have outside storage for boats
and RVs to be parked.
The applicant has also applied to re-plat the outlot into two
parcels, and rezone the lot to I-1 and R-2. The residentially
zoned property is to be sold to the Westbrooke Patio Home
Association for construction of a storage facility.
Staff reviewed the proposed addition with the Commission. Todd
Jones representing the mini storage appeared before the
Commission. There was little discussion on this matter.

Primary Issues to consider.
o What are the specifics of the proposed addition?
The applicant is proposing to add another row of storage
buildings to the southerly row of buildings. The doors will face
to the south. RV and boat storage are proposed on the south side
of the site. The addition will have the same elevation and
exterior as the existing buildings.
Landscaping
The applicant will be required to plant 6 trees. The applicant
has been notified of the additional plantings required.
Drainage
The City Engineer has reviewed the drainage plan and found it
acceptable.
Exterior
The addition will have the same block exterior as the buildings
on the site. staff is recommending that the fence on the south
property line on the east one-half of the site is a fence that is
designed to be used for screening the mini-storage site.
Directly to the south of this fence is where the Westbrooke
maintenance building will be constructed. Until it is
constructed, the residents will have a direct view into the mini-
storage. Thus the reason for the screen fence. The west side of
the site will have a berm for screening. The applicant was
notified of the staffs recommendation regarding the screening of
the east side of the site.

o What is the staff recommendation?
The staff is recommending approval of the amendment to the
conditional use permit. It appears that both the Westbrooke
residents and the mini-storage owners both will benefit from this
development. The mini-storage facility has been a quiet neighbor
to Westbrooke and will continue in the same manner. Westbrooke
will purchase a portion of the property in which to construct a
much needed maintenance building. The west side of the 70 foot
strip will continue to be a buffer area.
o Does the applicants proposal affect the landfill?
There are several monitoring wells on the outlot. Both the
applicant and Westbrooke will be required to provide the city a
license agreement for these monitoring wells.
Alternatives.
1. Approval of the amendment to the conditional use permit. By
approving the conditional use permit, the City Council will
approve an amendment to conditional use permit 87-28.
2. Denial of the amendment to the conditional use permit. By
denying the conditional use permit, the City Council will
deny an amendment to conditional use permit 87-28.

RESOLUTION NO: 93-67
RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING AN APPLICATION FOR AMENDING A CONDITIONAL USE PERMIT
WHEREAS, an application for a conditional use permit. CUP 93-5, to
amend CUP 87-28 made by Three S Properties to add an addition to the
existing mini storage lot at 1144 Seventh Street South is approved.
WHEREAS, the procedural history of the application is as follows:
1. That an application for a conditional use permit CUP 93-5
was filed with the City of Hopkins on June 29, 1993.
2. That the Hopkins Planning Commission, pursuant to pUblished
and mailed notices, held a public hearing on the application
and reviewed such application on June 29, 1993: all persons
present at the hearing were given an opportunity to be
heard.
3. That the written comments and analysis of the City staff and
the planning Commission were considered.
4. The legal description of the property is as follows:
Lot 1, Block 1, Westbrooke Hill
NOW THEREFORE, BE IT RESOLVED that the application for
conditional use permit CUP 93-5 is hereby approved based on the
following Findings of Fact:
1. That the proposed additions meet the minimum
requirements for the I-1 zoning district.
BE IT FURTHER RESOLVED, that application for CUP 93-5 is hereby
approved based on the following conditions:
1. That slats are placed in the fence on the east 1/2 of
the south lot line of Lot 1.
2. That the Watershed District approves the proposed
development.
3. That the applicant provides a license agreement for the
monitoring wells on the site.

4. That the property in which the mini storage addition will be
constructed will be combined and rezoned with the existing
mini-storage site.
5. That the conditions of CUP 87-28 remain in effect.
6. That the applicant provide a landscape plan for staff
