APPROVE PLANS AND SPECIFICATIONS
RAMP MAINTENANCE/REPAIR PROJECT
AND AUTHORIZE BIDS TO BE TAKEN
Proposed Action.
Staff recommends adoption of the following motion: "Move that Council
approve plans and specifications regarding the maintenance/repair of the
Municipal Parkinq Ramp facility, and adopt Resolution 93-52 authorizinq
solicitation of bids."
This motion will allow staff to solicit bids and come back to the Council
on July 20, 1993 to award the contract for this maintenance/repair
project.

Approximately $30,000 was identified in the 1993 budget for use in
completing a 5 year maintenance/repair project on the Municipal parking
Ramp.
These items include repairing deteriorating joint sealant, concrete crack
repair, various flashing and sheet metal work, and application of a
penetrating silane sealer on the covered supported portions of the ramp.
Specifications for maintenance/repair have been prepared by P.S. Vedi
Associates, who was the architect for construction of the ramp in 1988.
Vedi Associates has indicated the repair items are necessitated as a
result of normal usage of the ramp over the past 5 years.

Primary Issues to Consider.
Based upon the information provided, the Council has the following issues
to consider:
o How will access to the ramp be handled?
Usage of the ramp on the 2nd floor is primarily represented by employees
of Norwest Office building and Mainstreet businesses between 10th and
11th Avenues. Customers generally utilize the facility on the 1st floor.
It has been identified in the specifications that the contractor is
required to schedule work "to maximize parking availability from 7:00
a.m. to 6:00 p.m., Monday through Friday." It is also indicated in the
specs that washdown and sealing work (which is the only item whereby a
complete shutdown of the ramp will have to occur) may be performed only
from 6:00 p.m. to 8:00 a.m. on weekday nights and weekends.
staff will provide proper notification to businesses who are major users
of the ramp, prior to the start of any work items.
o What is a general breakdown of the costs of this project?
Generally, the cost breakdown is as follows:
1) Apply silane sealer to 34,500 sq. ft. $10,500
2) Repair deteriorated sealant 500
3) Replace deteriorated expansion joints 5,000
4) Rework/reseal metal flashing at stair towers 2,200
5) Reconstruct "end of ramp" tendon barriers 6,000
6) Contractor mobilization and engineering fee 6,800
Total
$31,000
It appears likely that item number 5 will cost significantly less than
$6,000, as an alternative repair method appears to be satisfactory to
City staff.
o What is the proposed time schedule for this project?
The following is proposed to be a project time schedule:

o July 20, 1993 - Council awards contract
Upon approval of the contract, it is likely the successful bidder will
begin the work shortly thereafter. The work may take a period of
approximately 2 - 3 weeks in order to complete, however because of the
time constraints which are being required of the contractor, the
completion date may be extended.
Alternatives.
1. Approve motion and Resolution 93-52 as recommended by staff.
2. Deny motion.
3. continue this item for further information from staff. This
action could potentially delay completion of the
maintenance/repair items until August, 1993.

RESOLUTION NO: 93-52
RESOLUTION AUTHORIZING SOLICITATION OF BIDS
RAMP MAINTENANCE/REPAIR PROJECT
WHEREAS, the Hopkins City Council has adopted the 1993 budget, and
WHEREAS, within the 1993 budget there is an allotment for costs associated
with maintenance/repair of the Parking Ramp, and
WHEREAS, staff has prepared plans and specifications ,for said ramp
maintenance/repair project and such plans have been presented to
the Council for approval, and
NOW THEREFORE BE IT RESOLVED, by the city Council of the City of Hopkins as
follows:
1. Bid plans and specifications, a copy of which are attached hereto
and made a part hereof, are hereby approved and ordered on file
in the office of the City Clerk.
2. Staff shall prepare and cause to be inserted in the official
paper an advertisement for bids under such approved plans and
specifications. The advertisement shall be published on June 23,
1993 and June 30, 1993 and shall specify the work to be done,
shall state that bids will be received by the Clerk until 10:00
a.m. July 9, 1993 at City Hall, and that no bids shall be
considered unless sealed and filed with the Clerk.
ADOPTED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA, this 15th
day of June, 1993.
