APPROVE PLANS AND SPECIFICATIONS
2ND STREET N.E. SIDEWALK INSTALLATION
PROJECT NO. 92-10
Proposed Action:
Staff recommends the following action: "Move that Council approve
plans and specifications reqardinq installing sidewalk on 2nd Street
N.E. and on Washington Avenue North, and adopt Resolution 93-53
authorizing bids to be taken."

The 1993 C.I.P. identifies 2nd Street N.E. and Washington Avenue North
as prime candidates for sidewalk installation. Council held a public
hearing on May 18 to receive public testimony on this project in
accordance wi th Chapter 429, assessable proj ects . One change has
occurred in this project since Council reviewed this project in May.
The change is with respect to swi tching the sidewalk location on
Washington Avenue North, between Mainstreet and 1st Street North, to
the east side instead of the west side. Staff has prepared plans and
specifications for this project incorporating this change, and
requests Council's approval.

Analvsis of Issues
o Why is there a need to upgrade the sidewalk?
These streets have been identified in the city's sidewalk/trail
plan as needing sidewalk. The paths that have been made by
pedestrians in the boulevard grass confirm the information
contained in the plan, and also indicates there is a high volume
of pedestrians walking along these streets.
o How does the sidewalk location change affect the project?
The proposed sidewalk along Washington Avenue North, between 1st
st. No and Mainstreet, was originally proposed to be installed on
the west side of the street. This location was chosen over the
east side to reduce the number of trees that would have to be
taken down. No assessments would have been levied against the
one property owner on the west side due to the benefit of saving
the trees on the east side.
Further discussions with the one property owner on the west side
has revealed they are against having sidewalk along their
property. Their reasoning is that they get alot of what they
call undesirable people waking down the street, and that they do
not want them walking next to their house. ~hey therefore would
like to have the sidewalk installed on the east side of
Washington Avenue instead of the west side. The property owners
have further stated that they do not mind the city removing the
trees on the east side of the street.
staff has reviewed this issue once again and has determined that
the best location for the sidewalk in this area would be the east
side of the street to be consistent with the other sidewalk that
will be installed under this project. Trees and shrubs will be
installed on the east side of the road as well as on the island
between 1st st. N and Park Lane' to help offset the loss of trees
caused by the sidewalk installation. If this change meets
Council approval, staff would then plan to send out a letter to
all property owners along washington Avenue informing them of the
project, and what measures will be taken to offset the tree loss.
o What are the costs and source of funding?
The cost of the sidewalk construction is estimated to be $72,000
wi th the assessable portion of this cost amounting to $47,000.
Addi tional cost will be encountered with this proj ect for tree
and shrub planting later in the fall. All city funded costs will
be from general revenues.

RESOLUTION NO. 93-53
RESOLUTION APPROVING PLANS AND AUTHORIZING
BIDS PROJECT 92-10: SIDEWALK INSTALLATION ON
SECOND STREET N.E. AND WASHINGTON AVENUE NORTH
WHEREAS, sidewalk installation projects have been scheduled in the city's
1993 C.I.P. to address pedestrian safety concerns that have
arisen for the 2nd Street N.E. area, and
WHEREAS, staff has prepared plans and specifications for a project of such
scope and such pans have been presented to Council for approval,
NOW, THEREFORE, BE IT RESOLVED by the city Council of the city of Hopkins,
Minnesota:
1. Such improvement is hereby ordered as proposed by the city
Engineer and presented to the Council on June 15, 1993.
2. Bid plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved and
ordered on file in the office of the city Clerk.
3. The City Clerk shall prepare and cause to be inserted in the
official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement
under such approved plans and specifications. The
advertisement shall be published twice, shall specify the
work to be done, shall state that bids will be received by
the clerk until 10:00 a.m., on the 8th day of July, 1993 at
the city Hall and that no bids shall be considered unless
sealed and filed with the clerk.
4. The Clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read aloud
bids received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the
bids, and the award of a contract at the regular City
Council meeting of July 20, 1993, in the Council Chambers.
