APPROVE PLANS AND AUTHORIZE BIDS
SIDEWALK REPAIR
Proposed Action:
Staff recommends the following motion: "Move that Council
approve plans and specifications as thev concern sidewalk
repair in Zone 2 of the Ci tv's Sidewalk Repair Policy and
adopt Resolution 93-56 authorizing bids to be taken."
This action is in keeping with the City's policy to repair
public sidewalks on a systematic basis throughout the entire
city.

In 1992 Council adopted a Sidewalk Repair Policy with a
provision for costs of random sidewalk repair and
replacement to be passed on to adjoining residents.
Eventually Council modified the policy whereby the City
would assume 100% of the repair/replacement costs and
funding would come from general revenues. Inspection
parameters and zones were to remain as originally adopted in
the policy.
City staff has completed its 1993 inspection and submits the
final plans and specifications for approval.

o What is the estimated cost and source of funding?
The estimated cost to complete repairs and replacement
in Zone 2 is $48,500. General revenues are proposed to
be the source of funding for this project. $42,000 is
the amount actually budgeted for the 1993 program. The
reasons for exceeding the budget are two-fold: 1) staff
has used very conservative figures to arrive at
estimated costs I 2) at least two streets have been
earmarked for total concrete replacement.

sidewalks on both sides of Oxford street from Murphy Avenue
to Blake Road and on the west side of Van Buren Avenue from
1st to 2nd street South are in such deteriorated condition
staff sees no al ternati ve but to totally replace the walk
ways. Random replacement in other areas of Zone 2 are
higher than original expectations. This accounts for the
higher than anticipated project cost estimates. Staff
recommends approval of the proposed repair plan in spite of
exceeding the budget because of the safety and liability
issues involved. Upon approval staff will combine random
repair bid items as a separate schedule with the 2nd Street
N.E. sidewalk project.

RESOLUTION NO. 93-56
RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING BIDS
RANDOM SIDEWALK REPAIR
Whereas, Council has established a sidewalk repair and
maintenance policy such that all public sidewalk repairs are
under the exclusive purview of the city and same repairs
shall be funded 100% by city general funds, and
Whereas, the engineering staff has completed its annual
inspection program and has proposed plans and specifications
for random repair and replacement of sidewalks and here
presents those plans and specifications for approval,
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
HOPKINS, MINNESOTA:
CITY OF
1) Such improvement is hereby ordered as proposed and bid plans
and specifications, a copy of which are attached hereto and
made a part hereof, are hereby approved and ordered placed
on file in the office of the City Clerk.
2) The City Clerk shall prepare and cause to be inserted in the
official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement
under such approved plans and specif ications. The
advertisement shall be published twice, shall specify the
work to be done, shall state that bids will be received by
the clerk until 10:00 a.m., on the 8th day of July, 1993, at
the City Hall and that no bids shall be considered unless
sealed and filed with the clerk and accompanied by a
certified check or bid bond, payable to the City of Hopkins,
Minnesota for 5% of the amount of such bid.
3) The clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read aloud
bids received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the
bids, and the award of a contract, at the regular city
Council meeting of July 20, 1993, in the Council Chambers.
