Staff recommends the following motion: Move that Council
aporove olans and soecifications as they concern concrete
reconstruction of the alley on the 200 Block 12th/13th Avenues
North and adoot Resolution 93-59 authorizinq bids to be taken.
This action will continue an assessable project for those lots
abutting the alley located between 12th/13th Avenues North
immediately north of Maetzold Field.
Overview.
Council at its May 17 meeting conducted a public hearing
concerning reconstruction of the above-referenced alley. Based
on the feasibility report, a full briefing of the project was
covered. There being little public discussion (one resident
spoke in favor of the project), Council adjourned the hearing and
ordered final plans and specifications to be prepared.
At the subsequent June 1 Council meeting a public hearing was
held concerning a different residential alley reconstruction
project. At that hearing the issue of concrete width was
broached and upon citizen input and deliberation, Council ordered
plans that called for a reduction in width from the proposed 12
feet to 10 feet. Council then instructed staff to revisit the
above-referenced alley project to ascertain resident sentiment
concerning the width before drawing up final plans. Staff
prepared an informational/survey letter, attached a response
postcard, and mailed this to all owner/residents on the block.
Staff will discuss the results of that survey and the final
recommended plans for Council approval.

Council should review the attached survey letter sent to the
residents affected by this alley reconstruction project. In
addition to providing an overview of events leading to
consideration of a narrower alley, staff made a case for
maintaining a 12 foot width through at least 225 feet at the
south end of the alley as it connects with 12th Avenue.
Staff feels strongly about maximizing concrete width to
facilitate turning movements.
Residents responded with a return postcard and by a 2 to 1
margin opted to keep the alley 12 feet wide as originally
proposed to Council at its May 17 meeting.
· Project Costs
Most lots adjacent to this alley are 50 feet in width. Since
there are two lots with substantially more footage, staff has
recommended a maximum of 75 front feet for assessment
purposes. This policy, along with the 12 foot wide concrete,
translates into an average assessment of $1,025 per lot to a
maximum of $1,537. Residents have been informed of this as
well as the estimated costs for a 10 foot wide alley - $955
average assessment per lot to a maximum of $1,432.

12 foot concrete alley as well as authorization to proceed
with the bidding process.

PLEASE READ YOUR RESPONSE IS NEEDED
Dear Resident/owner:
This letter is being written to explain a recent city Council decision
that may have an impact on your alley paving project this summer. I
ask that you read the enclosed information carefully, and call the
city with any questions you may have. I would further ask that you
send in the attached response form so the City Council has a good idea
whether or not you and your neighbors desire a slight change in your
alley paving project.

Last Tuesday night the Hopkins City Council was reviewing an alley
paving project similar to the concrete paving proposed for your alley
this . summer. During the discussion of this other alley paving
project, Council determined that a 10 foot alley width was an
acceptable design in residential areas similar to your neighborhood.
Their reasoning was that a 10 foot width is similar to most other
existing concrete alleys in residential neighborhoods and that these
existing alleys have held up very well over the years.
council's decision to continue with a 10 foot design width was a
variance of staff's recommendation to install a 12 foot wide concrete
surface. Staff's reasoning for recommending to install a 12 foot wide
alley versus a 10 foot was threefold:
o The wider alley would be easier to plow and reduce the chance of
plow damage to sod, landscaping, and other features near the
alley.
o A wider alley keeps obstructions such as landscaping, concrete
pads for trash receptacles, and other items further away from the
driving surface reducing the chance of damage occurring. The
current width of most city vehicles as well as other commercial
vehicles is 8 feet. A ten foot alley width therefore only
provides one foot of space between the outside edge of the tires
on these vehicles, and the edge of the alley. Please refer to
attached diagram.
o A wider alley also provides for more maneuvering room when
pulling in and out of driveways.

Council's recent decision to vary from staff's recommended 12 foot
width design, and approve a 10 foot width design, could also have an
impact on your alley paving project. When your proposed alley paving
project was approved by Council 2 - 3 weeks ago it was approved with a
12 foot design width. council's recent action on design width would
now allow for your alley to be constructed with a smaller width
thereby reducing your assessment slightly.
The City Council and staff would like you to review the information
contained below to determine if you and your neighbors would like
portions of your alley width reduced from 12 feet to 10 feet. After
reviewing this information, it would be greatly appreciated if you
would send in the attached response form indicating your desires. The
response form should be mailed by Monday, June 7, 1993 so it arrives
in time for Council to discuss this issue at their June 15 meeting.
Anyone wishing to speak to the Council on this matter should plan on
attending the June 15th City Council meeting at the Hopkins City Hall,
1010 1st street South, at 7:30 p.m.
PROJECT FACTS
o The existing bituminous surface of your alley is 11 feet wide.
o The proposed concrete pavement could be reduced to a 10 foot
width north of the bend on the south end of the alley. The
remaining portion of the alley on the south end would have to
remain 12 feet wide to facilitate turning movements at the bend,
and on 12th Avenue North. Please refer to the attached map.
o Constructing a 10 foot wide pavement on a portion of this alley
would slightly reduce the proposed assessments. Please refer to
the proposed assessments on the attached map for the difference
between a continuous 12 foot wide pavement, and a 10 foot wide
pavement.

RESOLUTION NO: 93-59
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
ALLEY RECONSTRUCTION - 200 BLOCK 12TH/13TH AVENUES NORTH
AND AUTHORIZE THE ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on May
17, 1993, plans and specifications for reconstruction of an
alley in the 200 Block 12th/13th Avenues North have been
prepared by RCM Associates, Inc., and they have presented
such plans and specifications to the Council for approval,
NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins,
Minnesota:
1. Such plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved and
ordered place on file in the office of the City Clerk.
2. The city Clerk shall prepare and cause to be inserted in the
official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement
under such approved plans and specifications. The
advertisement shall be published twice, at least twenty-one
days before date set for bid opening, shall specify the work
to be done, shall state that bids will be received by the
clerk until 10:15 a.m., on the 8th day of July, 1993, at the
City Hall and that no bids shall be considered unless sealed
and filed with the clerk and accompanied by a certified
check or bid bond, payable to the City of Hopkins, Minnesota
for 5% of the amount of such bid.
3. The clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read aloud
bids received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the
bids, and the award of a contract, at the regular City
Council meeting of July 20, 1993.
