Staff recommends the following motion: Move that Council approve plans and specifications as they concern concrete reconstruction of the alley on the 200 Block 9th/10th Avenues North and adopt Resolution 93-55 authorizinq bids to be taken. This action will continue an assessable project for those lots abutting the alley located between 9th/10th Avenues North and 2nd/3rd streets North. Overview. council at its June 1 meeting conducted a public hearing concerning reconstruction of the above-referenced alley. Council reviewed the feasibility report and, before accepting it, modified the recommended width from 12 feet to 10 feet. Staff ordered the consultant engineer to revise plans and specifications to reflect this change. Final plans and specifications are before Council for approval. Primary Issues to Consider. · Cost implications of plan revisions The feasibility study with its recommended alley width of 12 feet identified an ultimate lineal footage assessment rate of $20.18. Modifying the width to 10 feet reduces the estimated assessment rate to $18/FF. Ii ,1'1) .... ~~ . ~ I CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 93-55 RESOLUTION APPROVING PLANS AND SPECIFICATIONS ALLEY RECONSTRUCTION - 200 BLOCK 9TH/10TH AVENUES N. AND AUTHORIZE THE ADVERTISING FOR BIDS WHEREAS, pursuant to a resolution passed by the Council on June 1, 1993, plans and specifications for reconstruction of an alley in the 200 Block between 9th/10th Avenues North have been prepared by RCM Associates, Inc., and they have presented such plans and specifications to the Council for approval, NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered place on file in the office of the city Clerk. 2. The city Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least twenty-one days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:15 a.m., on the 8th day of July, 1993, at the city Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and engineering superintendent are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received.
