Alley Reconstruction
Alley A - North of Mainstreet Between 11th/12th Avenues N
Proposed Action.
staff recommends the following motion: Move that Council
approve plans and specifications as they concern concrete
reconstruction of the alley north of Mainstreet between
11th/12th Avenues North and adopt Resolution 93-54 authorizinq
bids to be taken.
This action will continue an assessable project for those lots
abutting an alley located between 11th/12th Avenues North and
running from 1st street North southward, right angle to west, and
ending on 12th Avenue North.

Overview.
council at its June 1 meeting conducted a public hearing
concerning reconstruction of the above-referenced alley. Council
was given a briefing from the feasibility report by the public
works director. Council briefly reviewed the merits of reducing
the width of this alley, but in consideration of its location in
a commercial area and its unique configuration (right angle
turn), council stayed with the recommended 12 foot width. Final
plans and specifications are before Council for approval.

Lots on this block are substantially uniform in width and the
fairest method of assessment is on a per lot basis.
Estimated assessments are $1,200 per lot for a 12 foot alley.

RESOLUTION NO: 93-54
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
ALLEY RECONSTRUCTION
BETWEEN MAINSTREET/1ST ST. N. AND 11TH/12TH AVES. N.
AND AUTHORIZE THE ADVERTISING FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on
June I, 1993, plans and specifications for reconstruction of
an alley between Mainstreet/1st st. N. and 11th/12th Aves.
N. have been prepared by RCM Associates, Inc., and they have
presented such plans and specifications to the Council for
approval,
NOW THEREFORE BE IT RESOLVED, by the city Council of Hopkins,
Minnesota:
1. Such plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved and
ordered place on file in the office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the
official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement
under such approved plans and specifications. The
advertisement shall be published twice, at least twenty-one
days before date set for bid opening, shall specify the work
to be done, shall state that bids will be received by the
clerk until 10:15 a.m., on the 8th day of July, 1993, at the
City Hall and that no bids shall be considered unless sealed
and filed with the clerk and accompanied by a certified
check or bid bond, payable to the city of Hopkins, Minnesota
for 5% of the amount of such bid.
3. The clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read aloud
bids received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the
bids, and the award of a contract, at the regular City
Council meeting of July 20, 1993.
